There are few academics of <strong>proven excellence<\/strong> among the leadership appointments in India\u2019s public educational institutions.<\/p>\n<p>Even the best leaders can achieve nothing if they are governed by <strong>rigid externally set rules<\/strong>. In India\u2019s higher education ecosystem, these rules appear mainly in the form of the <strong>UGC guidelines.<\/strong><\/p>\n<h2><strong>What are governance challenges faced by Indian universities?<\/strong><\/h2>\n<p>In India, <strong>performance in teaching and research<\/strong> is not subjected to a <strong>professional review<\/strong>. In the case of teaching, courses should be evaluated by students for content and delivery. They are a crucial means of assessing teaching. There is <strong>absence of student evaluation. <\/strong><\/p>\n<p><strong>Research evaluation<\/strong> is a more difficult task and existing methods remain contested. The current practice in India\u2019s universities based on the <strong>UGC\u2019s Academic Performance Indicators (API) is flawed.<\/strong><\/p>\n<p><strong>Scoring of publications <\/strong>based on where a paper has been published is misleading for <strong>judging the impact of research <\/strong>on the<strong> production of knowledge.<\/strong><\/p>\n<p>Moreover, some of the activities counted under the API system are unnecessary. <strong>Scoring of publications <\/strong>puts a burden on India\u2019s universities in terms of time and resources.<\/p>\n<p>A second area\u00a0 is <strong>admission to courses of study and hiring of faculty<\/strong>. Both student admission and faculty hiring requires a <strong>minimum grade<\/strong> and the <strong>subject studied<\/strong> for the previous degree. India\u2019s universities have <strong>strict rules <\/strong>on these matters. It causes <strong>emigration of talent<\/strong> to the universities of the West.<\/p>\n<p>Many of India\u2019s public institutions are controlled by a <strong>rule-bound bureaucracy<\/strong> without the incentive to bring about a change.<\/p>\n<h2><strong>What is the way forward for improving the governance of Indian universities?<\/strong><\/h2>\n<p>The practice o<strong>f numerical scoring of research output <\/strong>must be avoided for a more <strong>holistic approach. <\/strong><\/p>\n<p><strong>Global best practices<\/strong> in the evaluation of academic performance are known. India should learn from the best aspects. It is the <strong>rules governing research<\/strong> rather than funding that is key to research output in Indian universities.<\/p>\n<p>The UGC should leave this <strong>matter of admission and faculty hiring<\/strong> to academic bodies. There should be <strong>external oversigh<\/strong>t in the selection of faculty.<\/p>\n<p>Universities are meant to engage in the <strong>pursuit and dissemination of knowledge<\/strong>. This requires an <strong>unconditional commitment to free speech<\/strong>. The university should not be made <strong>hostage to the whims and ideologies of the state.<\/strong><\/p>\n<p>Universities of the West have largely remained free of the state even when they receive public funds.
