It comes at the <strong>expense of European industry.<\/strong> EU voters are conscious that they are paying more for goods in return for reduced emissions.<\/p>\n<p>If <strong>carbon intensive production<\/strong> merely shifted out of the EU, the <strong>global public good<\/strong> of decarbonisation would not be delivered. Jobs in Europe would be lost. This has led to the idea of the <strong>\u201ccarbon border tax\u201d:<\/strong><\/p>\n<p>Imports into the EU should be taxed at the border. It will reflect the<strong> market price of carbon<\/strong> within the EU, and <strong>achieve neutrality<\/strong> in the decision of a firm to locate in the EU or outside it.<\/p>\n<h2><strong>How India should respond to European \u201cCarbon Border Adjustment Mechanism\u201d?<\/strong><\/h2>\n<p>The two industries that matter today for Indian exporters are <strong>steel and aluminium<\/strong>. Firms that take steel and aluminium into the EU are required to establish <strong>measurement systems<\/strong> about <strong>carbon intensity<\/strong>, and deliver statements on it.<\/p>\n<p>Some in India argue for the use of India&#8217;s <strong>diplomatic influence<\/strong> to get the EU to roll back its CBAM. This is likely to be an <strong>inferior strategy.<\/strong> The EU is only the first to introduce a<strong> carbon tax<\/strong>. Many other countries will surely follow.<\/p>\n<p>Policymakers need to recognise this emerging landscape and better embed the Indian economy within it.<\/p>\n<p>The CBAM describes the <strong>information systems<\/strong> required to track <strong>upstream emission<\/strong>. India needs to work on building these<strong> information systems. <\/strong><\/p>\n<h2><strong>What are steps taken in India for decarbonisation?<\/strong><\/h2>\n<p>Policymakers and firms in India have known about these moves from the proposal stage in 2021.<\/p>\n<p>The Ministry of Steel has run a <strong>\u201cGreen Steel\u201d initiative<\/strong>. <strong>Electricity policy<\/strong> has given flexibility to buyers for exclusive r<strong>enewable electricity-purchase mechanisms.<\/strong><\/p>\n<p>Indian firms in numerous industries have moved towards <strong>sourcing renewable electricity<\/strong>. These steps have helped prepare the ground for this day.<\/p>\n<p>The electricity policy has created freedom for buyers to get renewable electricity at will. The <strong>Union government\u2019s Interstate Transmission System (ISTS)<\/strong> helps greatly. The system removes the barriers faced by private buyers and renewable-energy generators.<\/p>\n<h2><strong>What is the way forward for green energy in India?<\/strong><\/h2>\n<p>Electricity is a <strong>state subject,<\/strong> and local conditions diverge across the country. Subsidies for farmers are an issue in Haryana but not in Delhi. The <strong>technical possibilities <\/strong>vary by locale: Hydel in the Himalayas, solar in Rajasthan.<\/p>\n<p><strong>Carbon taxation<\/strong> in the world is one more important factor that varies in various states. For Gujarat, Maharashtra, Karnataka, and Tamil Nadu, exporting is important. These states require a greater focus on <strong>carbon border taxes. <\/strong><\/p>\n<p>These states need to become <strong>pioneers in India&#8217;s electricity sector<\/strong> for full support to the requirements for renewable electricity of their export sector at efficient prices.<\/p>\n<h2><strong>What are different strategies for decarbonisation in India?<\/strong><\/h2>\n<p>A path based on <strong>central planning<\/strong>. Officials design the <strong>electricity system, <\/strong>and also establish <strong>technical rules<\/strong> such as the minimum efficiency of air conditioners.<\/p>\n<p>There is another path based on carbon taxation.
