{"id":241200,"date":"2023-05-06T20:31:17","date_gmt":"2023-05-06T15:01:17","guid":{"rendered":"https:\/\/blog.forumias.com\/?p=241200"},"modified":"2023-05-06T20:31:17","modified_gmt":"2023-05-06T15:01:17","slug":"switching-on-indias-smart-electricity-future","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/switching-on-indias-smart-electricity-future\/","title":{"rendered":"Switching on India\u2019s smart electricity future"},"content":{"rendered":"\n<p><strong>Source<\/strong>&#8211; The post is based on the article <strong>\u201cSwitching on India\u2019s smart electricity future\u201d <\/strong>published in <strong>\u201cThe Hindu\u201d <\/strong>on <strong>6th May 2023<\/strong>.<\/p>\n<p><strong>Syllabus: <\/strong>GS2- Government policies and interventions<\/p>\n<p><strong>Relevance<\/strong>-Issues related to electricity sector<\/p>\n<p><strong>News<\/strong>&#8211; The article explains the smart meter initiative of the government.<\/p>\n<h2><strong>What is the progress level of the country on smart metrers?<\/strong><\/h2>\n<p>More than <strong>5.5 million smart metres <\/strong>have been installed in India, and <strong>over 100 million sanctioned. <\/strong><\/p>\n<p>The target is to <strong>replace 250 million conventional electric meters<\/strong> with prepaid smart meters by 2025-26.<\/p>\n<p>India is supporting this initiative through a <strong>results-linked grant-cum-financing<\/strong> to help power distribution companies become <strong>financially sound and efficient<\/strong> to deliver better services to consumers.<\/p>\n<h2><strong>What are the benefits associated with smart meters?<\/strong><\/h2>\n<p>A recent study by the <strong>Council on Energy, Environment and Water (CEEW)<\/strong> found that the majority of smart meter users have already begun to experience some of the technology benefits.<\/p>\n<p>The study covered about 2,700 urban households that use prepaid or postpaid smart meters across six States. Half the users reported improvements in <strong>billing regularity<\/strong>, and two-thirds said paying bills had become easier.<\/p>\n<p>Around 40% of users alluded to <strong>multiple co-benefits<\/strong> such as a greater <strong>sense of control <\/strong>over their electricity expenses, a drop in instances of <strong>electricity theft<\/strong>, and <strong>improved power supply<\/strong> to the locality.<\/p>\n<p>In fact, 70% of prepaid smart meter users said they would recommend the technology to their friends and relatives. These findings give confidence that India\u2019s <strong>smart metering transition<\/strong> is heading in the right direction.<\/p>\n<h2><strong>What are issues with the use of smart meters?<\/strong><\/h2>\n<p>Half the users were not using the <strong>smart meter mobile app<\/strong>. Many were unable to access detailed electricity bills. It leaves them doubtful about their <strong>bill computation and deductions. <\/strong><\/p>\n<h2><strong>What is the way forward for the success of smart meters?<\/strong><\/h2>\n<p>The Ministry of Power should drive a <strong>nationwide campaign<\/strong> to <strong>educate consumers<\/strong> about smart meter benefits and improve the uptake of smart metre apps.<\/p>\n<p>The apps should be <strong>accessible to users<\/strong> from diverse socio-economic backgrounds and provide <strong>actionable tips and information. <\/strong><\/p>\n<p><strong>High-user satisfaction<\/strong> <strong>in Assam <\/strong>and <strong>high uptake of the mobile app in Bihar<\/strong> indicate <strong>learning opportunities<\/strong> on how to scale smart meter usage for discoms in other States.<\/p>\n<p>Discoms must <strong>co-own the programme <\/strong>and take the <strong>driving sea<\/strong>t. The majority of smart meters in India are being deployed by the Advanced Metering Infrastructure Service Providers.<\/p>\n<p>Discoms must closely work with AMISPs to ensure a <strong>smooth installation and recharge experience <\/strong>for users. For this, discoms will need to<strong> strengthen their internal capacity<\/strong> through <strong>suitable staffing and training interventions.<\/strong><\/p>\n<p>Discoms, system integrators and technology providers should<strong> collaborate <\/strong>to devise i<strong>nnovative and scalable data solutions.<\/strong> Effective use of smart meter data is fundamental to unlocking their true value proposition.<\/p>\n<p>This would require an ecosystem that fosters<strong> innovation in analytics, data hosting and sharing platforms<\/strong>, and enables key actors to <strong>collaboratively test and scale<\/strong> new solutions.<\/p>\n<p>Policymakers and regulators must strengthen regulations to <strong>empower consumers<\/strong> to unlock new retail markets.<\/p>\n<p>Currently, <strong>important provisions<\/strong> concerning phase-out of paper bills, arrear adjustment, frequency of recharge alerts, buffer time, rebates, and data privacy are scattered across <strong>different regulatory orders<\/strong> or simply missing.<\/p>\n<p>Their incorporation within <strong>existing State frameworks<\/strong> will be crucial for a positive technology experience for end users.<\/p>\n<p>Regulators must also enable <strong>simplification and innovation<\/strong> in tariff design and open the retail market to <strong>new business models and consumers. <\/strong><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Source&#8211; The post is based on the article \u201cSwitching on India\u2019s smart electricity future\u201d published in \u201cThe Hindu\u201d on 6th May 2023.
