Titled, \u2018China\u2019s position on the Afghan Issue\u2019<\/p>\n<h2><strong>What are some important points regarding China&#8217;s position on its policy in Afghanistan?<\/strong><\/h2>\n<p>The paper delineates the <strong>core principles <\/strong>of <strong>Beijing\u2019s policy choices<\/strong>. These are <strong>\u2018Three Respects\u2019 and \u2018Three Nevers\u2019. <\/strong><\/p>\n<p>China respects the <strong>independence, sovereignty and territorial integrity of Afghanistan and the independent choice, religious sentiments and national customs<\/strong> of the Afghan people.<\/p>\n<p>These principles are put in <strong>opposition to<\/strong> the policies followed by the West. As per Beijing, western policies are influenced by<strong> geopolitics and their vested interests.<\/strong><\/p>\n<p>As per China, Afghanistan is currently transitioning from a period of turbulence to relative stability under the Taliban.<\/p>\n<p>West has failed in <strong>fulfilling its commitments<\/strong> to the country. Its decision to <strong>intervene militarily <\/strong>and enforce its<strong> conception of democracy<\/strong> is blamed for the crisis.<\/p>\n<p>It criticises the U.S. for imposing<strong> unilateral sanctions<\/strong> and illegally freezing Afghanistan\u2019s foreign reserves. China calls for a<strong> reversal of these actions. <\/strong><\/p>\n<p>Beijing commits to help Afghanistan move towards a more s<strong>ustainable form of economy.<\/strong><\/p>\n<p>China urges the international community to view the Afghan issue in a <strong>comprehensive, balanced and objective manner.<\/strong><\/p>\n<p>China advocates using <strong>alternative regional groupings<\/strong> which do not include the U.S. and its allies, such as <strong>SCO, the Moscow Format Dialogue, the China-\u00adAfghanistan-\u00adPakistan Trilateral<\/strong> for discussing the Afghan issue.<\/p>\n<p>This will help Beijing in promoting an <strong>alternative model<\/strong> as opposed to the<strong> battered approach of the West<\/strong>. It will allow it to focus more on <strong>its priorities<\/strong> and form a<strong> consensus among Afghanistan\u2019s neighbours.<\/strong><\/p>\n<p>It calls for a <strong>bilateral and multilateral approach<\/strong> to respond to the <strong>\u2018Three Forces\u2019 of terrorism, <\/strong>extremism and separatism.<\/p>\n<p>China urges the Taliban, regional countries and the international community to crack down on terror groups, specifically the East Turkestan Islamic Movement. They should help Afghanistan in augmenting its <strong>counterterrorism capabilities. <\/strong><\/p>\n<p>The <strong>question of refugees and narcotics<\/strong> and their <strong>cross border trafficking<\/strong> are also highlighted.<\/p>\n<h2><strong>What are reasons behind China focussing on Afghanistan?<\/strong><\/h2>\n<p>China has framed its involvement in <strong>purely humanitarian terms, good neighbourliness and mutual respec<\/strong>t for its neighbours. Thus, Beijing has avoided acknowledging its <strong>own interests<\/strong> in the country.<\/p>\n<p>It blames the current turmoil in the world and presence of multiple crises for its <strong>proactive approach<\/strong>. As per China, countries are urging China to take charge as the U.S. has <strong>abdicated its responsibility. <\/strong><\/p>\n<p>China wants <strong>stability in Afghanistan.<\/strong> It is also important for Beijing to attain its own <strong>security and economic interests<\/strong> in the country and to present a <strong>counter to U.S. hegemony. <\/strong>For China, the <strong>threat of terrorism <\/strong>emanating from Afghanistan can harm Chinese interests.<\/p>\n<p>Afghanistan is also economically very important for China due to its <strong>Belt and Road Initiative (BRI) and due to the presence of vast mineral resources.<\/strong><\/p>\n<p>Since the beginning of 2023, China has taken steps to project its image as a major country playing a crucial role in <strong>ensuring global governance<\/strong> and providing a <strong>\u2018moderate and pluralistic environment\u2019<\/strong> for dialogue.<\/p>\n<p>The release of the c<strong>oncept paper on the Global security initiative and the peace proposal on Ukraine <\/strong>signal Beijing\u2019s quest to modify its image and solidify its role as a responsible mediator.<\/p>\n<p>Its apparent success in bringing Iran and Saudi Arabia to the <strong>negotiating table<\/strong> and the visits by leaders from Europe are projected as an indicator of <strong>Beijing\u2019s growing influence.<\/strong><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Source&#8211; The post is based on the article \u201cA position paper, China\u2019s image, and what it means\u201d published in the \u201cThe Hindu\u201d on 8th May 2023.
