As per China, America is the <strong>biggest obstacle to a ceasefire.<\/strong><\/p>\n<p>It is <strong>exploiting the differences<\/strong> among western countries regarding the <strong>extent of support<\/strong> to Ukraine. It is cementing the <strong>Beijing-Moscow relationship and<\/strong> ensuring the survival of the Vladimir Putin regime.<\/p>\n<p>Thus, China has effectively positioned itself in opposition to the <strong>American approach<\/strong>. This is not how India views its role in resolving the conflict.<\/p>\n<h2><strong>How is India&#8217;s position different from China?<\/strong><\/h2>\n<p>In contrast to the Chinese President <strong>first outreach<\/strong> to the Ukraine, Mr. Modi has spoken to Mr. Zelenskyy many times.<\/p>\n<p>In October and December last year, Mr. Modi had expressed India\u2019s <strong>solidarity with Ukraine<\/strong> while extending support for<strong> peace efforts<\/strong>. Mr. Modi had publicly told Mr. Putin that \u201c<strong>today\u2019s era is not of war\u201d. <\/strong><\/p>\n<p>Washington understands the importance of India\u2019s<strong> continuous engagement<\/strong> with Ukraine. It is an important way of bringing New Delhi\u2019s response to the Ukraine war into <strong>alignment with its own<\/strong>. The <strong>geopolitics of the Indo-Pacific and the Ukraine conflict<\/strong> are inter-connected.<\/p>\n<p>The regular Modi-Zelenskyy interactions shows India\u2019s <strong>rising stature and recognition<\/strong> of its unique position in the <strong>emerging global order<\/strong>. This is despite western criticism of India\u2019s continued energy imports from Russia.<\/p>\n<p>Ukraine\u2019s Deputy Foreign Minister Emine remarked that \u201cIndia wants to be the <strong>Vishwaguru<\/strong>, the global teacher and arbiter. Supporting Ukraine is the only <strong>right choice for true Vishwaguru.\u201d <\/strong><\/p>\n<p>New Delhi has expressed its disapproval of the Ukraine war. But it has avoided taking a <strong>clear position in many UN resolutions<\/strong> on the issue.<\/p>\n<h2><strong>What are nationalist ideas about Indian foreign policy?<\/strong><\/h2>\n<p>Nationalist ideas have always influenced the Indian state. The<strong> choice of the \u2018Vishwaguru\u2019<\/strong> is at the core of the present government\u2019s <strong>nationalist foreign policy discourse. <\/strong><\/p>\n<p>Vishwa Guru image builds on <strong>historical trends in India\u2019s political thought<\/strong>. It seeks to emphasise the distinctiveness of the country\u2019s <strong>cultural ethos and civilisational values.<\/strong> It highlights the unique <strong>nature of \u2018soft power\u2019<\/strong> in foreign policy debates.<\/p>\n<p>India lacks <strong>hard power.<\/strong> If India had been adequately powerful, it would have stopped the Ukraine war. The Ukraine attack is being opposed. But nobody is ready to stop Russia because Russia has power.<\/p>\n<p>This narrative assumes that a powerful <strong>Indian civilisational state<\/strong> will stand for global peace and stability.<\/p>\n<h2><strong>What are the options for India?<\/strong><\/h2>\n<p>The <strong>ambiguous position<\/strong> on Ukraine is not a better option for a nation aspiring to become a <strong>permanent member of the UNSC<\/strong>. It should have a commitment to speak as a <strong>global voice against territorial aggression and rights violations<\/strong> anywhere.<\/p>\n<p>The normative pillars of the <strong>democratic, self-confident and morally superior Vishwa Guru <\/strong>identity cannot be identical to h<strong>egemon maximising its power<\/strong> at all costs.<\/p>\n<p>Russian justifications are sometimes supported by China. India has no such <strong>revisionist motives. <\/strong>India\u2019s views on sovereignty converges with a <strong>universally acceptable Westphalian notion<\/strong>. It is against the communist China\u2019s political philosophy of <strong>\u2018might is right\u2019.<\/strong><\/p>\n<p>Ukraine is seen as a victim which is resisting aggression from an authoritarian neighbour. The Ukraine war alone is not sufficient to undermine India\u2019s <strong>historical ties with Russia<\/strong>. It is based as much on New Delhi\u2019s <strong>military dependence<\/strong> on Moscow and India\u2019s <strong>strategic autonomy doctrine.<\/strong><\/p>\n<p>A pursuit of <strong>\u2018multi-alignment\u2019<\/strong> may have given New Delhi some <strong>diplomatic space<\/strong> in the ongoing war in Ukraine.\u00a0 However, it may not be sufficient for India to play the role of a <strong>mediator between Russia and Ukraine.<\/strong><\/p>\n<p>India currently lacks the<strong> material resour<\/strong>ces to match the extent of China\u2019s<strong> economic and military potential.<\/strong><\/p>\n<p>Through his <strong>peace diplomacy<\/strong>, Mr. Xi\u2019s primary aim is to discourage Mr. Zelenskiy to launch the <strong>much-discussed counteroffensive<\/strong>. It will increase Russia\u2019s dependency on China.<\/p>\n<p>Mr. Putin has done immense damage to <strong>Russia\u2019s global standing<\/strong> and offended most of the democratic world.<\/p>\n<p>Thus, the Modi government must ensure that India\u2019s refusal to condemn Russian belligerence and continued increase in the import of Russian fuel is not interpreted as a <strong>pro-Moscow approach. <\/strong><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Source&#8211; The post is based on the article \u201cThe problem with India\u2019s multi-alignment stand\u201d published in \u201cThe Hindu\u201d on 12th May 2023.
