China was keen to join it and managed to enlist South Africa\u2019s support. But Brazil and India were not ready. They maintained that the forum was <strong>open to democracies only. <\/strong><\/p>\n<p>China played a<strong> trump card,<\/strong> and decided to bring South Africa into BRIC, thus turning it into BRICS. Soon, the new club overshadowed IBSA. IBSA has been unable to hold its summit since 2011. But BRICS has held <strong>14 summits in the past 13 years.<\/strong><\/p>\n<h2><strong>What is the progress of BRICS so far?<\/strong><\/h2>\n<p>BRICS focused its attention on both <strong>geopolitical and economic dimensions.<\/strong> It has articulated a<strong> common view <\/strong>on<strong> key global and regional issues<\/strong>. It has also projected a<strong> non-western view. <\/strong><\/p>\n<p>It has strengthened the <strong>multipolarity and<\/strong> limited the <strong>dominating influence<\/strong> of the West.<\/p>\n<p>On the economic front, it launched new initiatives.<\/p>\n<p>These are the <strong>New Development Bank; the Contingent Reserve Arrangement (CRA),<\/strong> a <strong>financial mechanism<\/strong> to protect against<strong> global liquidity pressures<\/strong>; and a <strong>comprehensive programme to expand trade and investment cooperation<\/strong>.<\/p>\n<h2><strong>What are the challenges before BRICS?<\/strong><\/h2>\n<p>China and Russia did not fully back other members&#8217; bid to secure <strong>membership of the UN Security Council.<\/strong> So, they were disappointed.<\/p>\n<p>In century\u2019s second decade of the century, there was a <strong>dramatic economic rise<\/strong> of China and its <strong>military assertiveness <\/strong>increased. This disturbed the <strong>group\u2019s inner balance. <\/strong><\/p>\n<p>The <strong>post-Ukraine consolidation <\/strong>of Russia-China cooperation, <strong>economic issues<\/strong> in South Africa that accelerates dependence on China, and<strong> Brazil\u2019s rightist policies<\/strong> have generated new tensions.<\/p>\n<p>Beijing\u2019s push for a <strong>common currency for intra-BRICS trade<\/strong> is also symptomatic of the group\u2019s inner troubles.<\/p>\n<h2><strong>Why are so many countries willing to join BRICS?<\/strong><\/h2>\n<p>19 countries are eager to join BRICS.\u00a0 China is pushing the expansion as a<strong> strategic device<\/strong> to extend its <strong>global influence. <\/strong><\/p>\n<p>The demand to join BRICS stems from <strong>\u2018fear of missing out<\/strong>\u2019 on the membership of a club that has some visibility.<\/p>\n<p>Many realise that the doors of other groupings are closed to them. The clamour reflects prevailing <strong>anti-western sentiments<\/strong> and desire to create a <strong>forum of the Global South.<\/strong><\/p>\n<h2><strong>What are options available before BRICS for entry of new members?<\/strong><\/h2>\n<p>The next BRICS summit will be hosted by South Africa on August 23-24. It could take decisions on expansion and its criteria.<\/p>\n<p>Three options are available: (1) A <strong>mega expansion<\/strong> that raises the membership from five to 21, thus surpassing the G-20.<\/p>\n<p>(2)<strong> Limited admission<\/strong> of 10 new members, two each supported by an existing member.<\/p>\n<p>(3) Admission of <strong>only five new members<\/strong>, one each supported by an existing member.<\/p>\n<p>If the third option wins consensus, Argentina, Egypt, Indonesia, UAE and Bangladesh are the most likely states to be the new members.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Source&#8211; The post is based on the article \u201cThe paradox of BRICS, its new pathway\u201d published in \u201cThe Hindu\u201d on 24th May 2023.
