It wants to focus on c<strong>onfidence-building measures<\/strong> to prevent the tensions from escalating into a hot war.<\/p>\n<p>China is unwilling to accept the US <strong>terms of engagement<\/strong>. China sees the Biden administration&#8217;s persistent call for <strong>high-level dialogue <\/strong>as a trap.<\/p>\n<p>The two ministers outlined their <strong>competing visions of regional security.<\/strong> Austin insisted that the US does not seek c<strong>onflict or confrontation<\/strong> but will not tolerate <strong>bullying or coercion<\/strong>.<\/p>\n<p>Chinese defence minister Li insisted that he was not against dialogue, but the US must create the<strong> right conditions<\/strong>. Li also accused the US of <strong>\u201cdouble talk\u201d<\/strong>.<\/p>\n<p>Li is blaming America for the g<strong>rowing regional tensions<\/strong>. He warned against the <strong>resurgent \u201ccold war mentality\u201d<\/strong>. He demanded that <strong>mutual respect<\/strong> should prevail over <strong>bullying and hegemony<\/strong>.<\/p>\n<p>Many Asian heads have criticised US actions but are <strong>silent on China\u2019s deeds<\/strong>. There is a reluctance in the Asian countries to jeopardise the <strong>deep economic relationship<\/strong> with Beijing. There is a deliberate effort to avoid <strong>politically offending China.<\/strong><\/p>\n<p>Australian prime minister Anthony Albanese outlined Canberra\u2019s <strong>strategy of engagement<\/strong> with China while standing up to Beijing\u2019s <strong>military bullying. <\/strong><\/p>\n<p>Canada too is ready to join the <strong>geopolitical game in the Indo-Pacific.<\/strong> The Canadian defence minister has promised to ramp up Canada\u2019s <strong>military presence in the Indo-Pacific<\/strong>.<\/p>\n<h2><strong>What is progress made by the US Indo-Pacific strategy?<\/strong><\/h2>\n<p>Many Asian nations have stepped up <strong>political and military engagement<\/strong> with the US. Chinese warnings against such cooperation with the US are having very little <strong>deterrent effect. <\/strong><\/p>\n<p>Top officials of the Biden administration have made frequent trips to the region to <strong>rebuild old alliances, develop new coalitions, and demonstrate the political will<\/strong> to confront China.<\/p>\n<p>The US is taking measures to <strong>control technology exports<\/strong> to China. It has<strong> growing military support<\/strong> for Taiwan.<\/p>\n<p>Washington is finding it difficult to convince Europe, which is <strong>deeply tied <\/strong>to the China market. But, NATO is now <strong>raising its game<\/strong> in Asia. Japan has taken the lead in drawing Europe into <strong>Asian security<\/strong> and South Korea is ready to join hands.<\/p>\n<p>In the two and a half years, Washington has elevated the <strong>Quad to the summit level<\/strong>. It has unveiled the <strong>AUKUS alliance, <\/strong>launched<strong> trilateral coordination<\/strong> with Seoul and Tokyo,<\/p>\n<p>It has unveiled a <strong>local quad \u2013 \u201calong with Australia, Japan, and the Philippines\u201d <\/strong>to counter the Chinese military pressures against Manila.<\/p>\n<p>The US has been encouraging Japan to r<strong>aise its military capabilities<\/strong>, <strong>modernising the military alliance <\/strong>with South Korea, <strong>revitalising the military partnership <\/strong>with Manila and enhancing security cooperation with Indonesia.<\/p>\n<h2><strong>Which areas show the convergence of interests between India and the US?<\/strong><\/h2>\n<p>Building a <strong>stronger strategic partnership<\/strong> with India has been a high priority for the Biden administration.<\/p>\n<p>Austin travelled to Delhi. His talks with the Indian establishment have produced a \u201c<strong>road map\u201d f<\/strong>or a significant <strong>elevation of bilateral defence cooperation<\/strong>. It includes <strong>technology transfers and joint defence industrial production.<\/strong><\/p>\n<p>For nearly two decades, India and the US have talked of<strong> transforming defence cooperation<\/strong>.
