Ganga Action Plan had an <strong>STP (Sewage treatment Plant)-centred approach. <\/strong><\/p>\n<p>The<strong> Namami Gange plan<\/strong> also assigns a <strong>dominant role to STPs<\/strong>. The Namami Gange seems to be a replica of the GAP.<\/p>\n<p>There is a lack of <strong>creative thinking<\/strong>. There are shortcomings in <strong>cleaning the river approach. <\/strong>River needs to have enough water and its floodplains shouldn\u2019t be obstructed from <strong>recharging groundwater. <\/strong><\/p>\n<p>The <strong>current paradigm of pollution control<\/strong> aims to control the <strong>quality of the effluent<\/strong> at the source of the pollution. It does not bother about the <strong>river\u2019s assimilative capacity.<\/strong><\/p>\n<h2><strong>What is a better approach to rejuvenate the river Yamuna in Delhi?<\/strong><\/h2>\n<p>The Yamuna is not just about the water body that flows through <a href=\"https:\/\/indianexpress.com\/section\/cities\/delhi\/\">Delhi<\/a>. Attention should be given to what <strong>happens upstream.<\/strong> Care should be taken of the <strong>needs of the people<\/strong> who depend on it downstream.<\/p>\n<p>A river has its own <strong>capacity to tackle pollution<\/strong>. But these are contingent on its flow. Flow depends on<strong> upstream aquifers<\/strong>. Besides, there are <strong>seasonal variations<\/strong> in the amount of water. Aquatic plants also help the river <strong>assimilate pollution. <\/strong><\/p>\n<p>Tackling industrial pollutants is important. No river has the capacity to <strong>cleanse inorganic pollutants.<\/strong> A better approach should be to account for both <strong>effluent standards<\/strong> and the <strong>ability of the river to tackle pollution.<\/strong><\/p>\n<p>Delhi should look at<strong> alternate sources<\/strong> for its drinking water like rainwater harvesting and groundwater recharging.<\/p>\n<p>Absence of a <strong>statutory provision<\/strong> to safeguard floodplains is a big issue. There is a need for a <strong>River Regulation Zone<\/strong>, along the lines of the <strong>Coastal Regulation. <\/strong><\/p>\n<p>Diversion of water by building barrages does injustice to the river: <strong>\u201cLift not divert water\u201d<\/strong> is the right strategy.<\/p>\n<h2><strong>What are issues with river management in Delhi?<\/strong><\/h2>\n<p><strong>The <\/strong>master plans of Delhi paid little attention to the r<strong>elationship of the city\u2019s people with the Yamuna<\/strong>. <strong>Urban planning <\/strong>in the country does not give attention to the <strong>geomorphology of water bodies. <\/strong><\/p>\n<p>The industrial and drinking water needs of Haryana on the west of the river and UP on the east are predominantly met by groundwater. However, the Delhi Jal Board is getting nearly <strong>90% of its needs from surface water.<\/strong><\/p>\n<p>In the past, Delhi did not depend on the Yamuna for <strong>potable water.<\/strong> It relied on step wells, water tanks and canals.
