It has claimed well over 100 lives and displaced thousands more.<\/p>\n<h2><strong>How is the northeast still a divided region?<\/strong><\/h2>\n<p>There has been i<strong>mproved communications, better transit facilities, and support for the special needs<\/strong> of the region. But there does still exist a <strong>divide between the tribes and plains people <\/strong>within the region.<\/p>\n<p>In the northeast, there is the presence of<strong> ethnic sub-nationalism and identity politics<\/strong> in an aggravated form. <strong>Ethnic allegiance<\/strong> had been in conflict with <strong>mainstream nationalism<\/strong>. <strong>Ethnic identities <\/strong>still overshadow all other considerations.<\/p>\n<p><strong>Consolidation efforts<\/strong> by different tribal entities were resulting in <strong>subterranean pressures<\/strong>. The result is that many settled issues seem to have been reopened. This applies especially to Manipur.<\/p>\n<h2><strong>What are some facts about conflict in Manipur?<\/strong><\/h2>\n<p>The confrontation between <strong>Meitei versus Kuki-Naga ultra-radicalism<\/strong> needs to be viewed in the larger context of the conflict between the <strong>plains Meiteis and the Kuki-Mizo-Chin-Zomi-Naga hill tribes. <\/strong><\/p>\n<p>Meitei are seeking to <strong>consolidate their position<\/strong> within Manipur and across the region, in opposition to the Kukis, Mizos and other tribes.<\/p>\n<p>The Meiteis may lack a <strong>significant militaristic profile<\/strong>. But, the Meiteis has developed a <strong>strategy of networking<\/strong> with other northeastern resurgent outfits, and with Maoist groups.<\/p>\n<p><strong>The polarisation <\/strong>between the Meitei, and the other tribal communities, in Manipur appears <strong>irreconcilable<\/strong>. <strong>Relocation<\/strong> of the two communities is taking place vigorously.<\/p>\n<p>The demand for a <strong>separate administration<\/strong> as a prelude to the <strong>division of the State <\/strong>is currently gaining momentum.<\/p>\n<h2><strong>What are the steps taken by the central government in the context of Manipur?<\/strong><\/h2>\n<p>The Home Minister has announced a<strong> judicial probe<\/strong> into the ethnic violence and a <strong>three-member committee<\/strong> headed by a judge. He has proposed the creation of a <strong>unified command<\/strong> to oversee security in the State.<\/p>\n<p>The announcement of a C<strong>entral Bureau of Investigation inquiry<\/strong> into specific incidents of violence is a welcome measure.<\/p>\n<p>The changing of the Director General of Police on grounds of <strong>ineffectiveness <\/strong>may heighten the gap between the Meitei and Kuki communities. He belongs to Kuki community<\/p>\n<h2><strong>What are the steps needed to be taken by the central government to resolve the conflict? <\/strong><\/h2>\n<p>Northeast is still a <strong>volatile region<\/strong>. It is in the <strong>process of changing<\/strong>. The process of achieving a <strong>proper equilibrium<\/strong> requires both <strong>sensitivity and \u2018out of the box\u2019 thinking.<\/strong><\/p>\n<p>Centre needs an <strong>\u2018optimal positioning\u2019<\/strong> even if it may seem like giving far too many concessions. This demands <strong>innovative thinking. <\/strong><\/p>\n<p>Understanding <strong>cultural factors<\/strong> is critical. The Meitei versus Tribal divide is both a <strong>cultural and sociological phenomenon. <\/strong><\/p>\n<p>A solution demands a combination of <strong>adjusting to realities.<\/strong> There is a need to understand the <strong>moral imperatives <\/strong>of the numerous tribal communities in the northeast.<\/p>\n<p>The region is home to different cultures often confronting each other. Delhi has consistently avoided an <strong>adversarial policy.<\/strong> It has <strong>sought dialogue<\/strong>. This is still the<strong> best remedy.<\/strong><\/p>\n<p>All communities across the region <strong>crave \u2018security\u2019<\/strong>. The impression that Delhi is<strong> neutral in any conflict<\/strong> must be <strong>properly communicated<\/strong>. Delhi should be seen to act based on <strong>overreaching moral principles.<\/strong><\/p>\n<p>A solution to the Manipur conflict in quick time is important.
