{"id":249926,"date":"2023-06-28T20:21:07","date_gmt":"2023-06-28T14:51:07","guid":{"rendered":"https:\/\/blog.forumias.com\/?p=249926"},"modified":"2023-08-31T16:12:55","modified_gmt":"2023-08-31T10:42:55","slug":"a-model-for-quality-and-inclusive-education","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/a-model-for-quality-and-inclusive-education\/","title":{"rendered":"A model for quality and inclusive education"},"content":{"rendered":"\n<p><strong>Source<\/strong>&#8211; The post is based on the article <strong>\u201cA model for quality and inclusive education\u201d <\/strong>published in <strong>\u201cThe Hindu\u201d <\/strong>on <strong>28th June 2023<\/strong>.<\/p>\n<p><strong>Syllabus: <\/strong>GS2- Issues related to development and management of education<\/p>\n<p><strong>News<\/strong>&#8211; The National Institutional Ranking Framework, adopted by the Ministry of Education to rank institutions of higher education in India reveals the consistent success of Tamil Nadu in providing higher education.<\/p>\n<h2><strong>What are some facts about NIRF?<\/strong><\/h2>\n<p>The NIRF employs a<strong> ranking metric comprising five parameters<\/strong> with<strong> varying weightage<\/strong> to assess the quality of colleges.<\/p>\n<p>These parameters are Teaching- (1) <strong>Learning and Resources Graduation Outcome, (2) Research and Professional Practices, (3) Outreach and Inclusivity and (4) Perception. <\/strong><\/p>\n<p>Each of these parameters has <strong>several components<\/strong>, which again have <strong>varying weightage. <\/strong><\/p>\n<p>The number of colleges participating in the NIRF ranking has grown from <strong>535 in 2017 to 2,746 in 2023. <\/strong><\/p>\n<p>NIRF ranking has already gained <strong>wide traction and credibility<\/strong>. Many good-quality colleges participate in the exercise. A place in the top 100 would bring them repute and increase demand for admission.<\/p>\n<h2><strong>What is the performance of the state as per NIRF-ranking of 2023?<\/strong><\/h2>\n<p>Of the <strong>top 100 NIRF-ranked colleges<\/strong> in 2023, T<strong>amil Nadu has the largest share<\/strong> (35). Delhi (32) comes next, followed by Kerala (14) and West Bengal (8). These four States collectively contribute to <strong>89% of the top colleges. <\/strong><\/p>\n<p><strong>Bigger States<\/strong> such as Uttar Pradesh, Bihar, Madhya Pradesh, Rajasthan, and Odisha do not have a single college in the top 100.<\/p>\n<h2><strong>Is the performance of Tamil Nadu in congruence with its motto of development with social justice? <\/strong><\/h2>\n<p>Chennai accounts for only nine colleges. Coimbatore competes with Chennai. Tiruchirappalli, with five colleges is next. The remaining 12 colleges are widely spread across 11 places. So, there are no <strong>wider regional disparities.<\/strong><\/p>\n<p>The <strong>largest beneficiaries <\/strong>from Chennai, Coimbatore, and Tiruchirappalli are likely to be<strong> urban dwellers. <\/strong><\/p>\n<p>Yet, the top-ranked colleges from these cities are serving the <strong>poor and disadvantaged social groups<\/strong>. This is because Tamil Nadu has one of the <strong>highest reservation quotas.<\/strong> It has been quite e<strong>ffective in its implementation <\/strong>of the reservation policy.<\/p>\n<p>More than one-third of the top-ranked colleges are <strong>dispersed across places.<\/strong> They provide an <strong>opportunity for quality education <\/strong>for students who do not have the<strong> economic resources and social networks<\/strong> to study in colleges from Chennai, Coimbatore, and Tiruchirappalli.<\/p>\n<h2><strong>What are lessons from Tamil Nadu success in prodigy quality higher education?<\/strong><\/h2>\n<p>Tamil Nadu\u2019s <strong>impressive and consistent performance<\/strong> in higher education shows that <strong>quality and inclusion<\/strong> can be achieved <strong>together and consistently. <\/strong><\/p>\n<p>It should prompt other southern States, having a reasonably <strong>inclusive and effective social welfare architecture<\/strong>, to introspect why they lag far behind.
