The country of origin refers to the country where the products were manufactured or substantially transformed.\u00a0<\/span><\/p>\n<h2><b>What are rules of origin used for?\u00a0<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">\u2014 to implement measures and instruments of commercial policy, such as anti-dumping duties and safeguard measures;<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u2014 to determine whether imported products shall receive most-favored-nation (MFN) treatment or preferential treatment;<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u2014 for the purpose of trade statistics;<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\">\u2014 for the application of labeling and marking requirements and<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\">\u2014 for government procurement.<\/span><\/p>\n<p><b>Criteria used to qualify for the rules of origin requirements: <\/b><span style=\"font-weight: 400;\">Tariff level changes and minimum value additions are the two most commonly used criteria for a product to qualify for the rules of origin requirements.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u2013 Most developed countries prefer the flexibility to use either of the criteria, as it allows flexibility for exporters.
