News-<\/strong> The Governor of Tamil Nadu, R.N. Ravi dismissed V. Senthilbalaji,<\/a> a Minister in the Council of Ministers of Tamil Nadu on June 29, 2023. The Governor later backtracked on his decision late in the night.<\/p>\n

How can a Governor handle these types of complicated situations in a better way without any controversy?<\/strong><\/h2>\n

Governor should not create any controversy <\/strong>and preserve the dignity<\/strong> of the office<\/strong>. Then initially respect <\/strong>enhances, which gradually create a reservoir of trust. <\/strong><\/p>\n

The governor becomes a wise counsellor. <\/strong>Her words of advice and caution<\/strong>, even on matters outside his legal purview,<\/strong> will ordinarily be heeded by a chief minister.<\/p>\n

Governors need to try and emulate distinguished<\/strong> earlier governors like Gopalkrishna Gandhi and T N Chaturvedi.<\/p>\n

What is the way forward for the reform in the office of Governor?<\/strong><\/h2>\n

There is value in the post, both for constitutional and ceremonial functions<\/strong>. There is a need to appoint the right persons<\/strong>, and by a proper method<\/strong>. There is a need to reduce favouritism and reward. <\/strong><\/p>\n

A cadre of distinguished persons <\/strong>from different fields like civil service, armed forces, academics, culture, respected former ministers may be created.<\/p>\n

There is a need for caution on appointment of judges<\/strong>. A cooling off period<\/strong> is required so that the attractions of the post do not deflect the person.<\/p>\n

From this panel, a suitable name should be picked in consultation with the chief minister.<\/p>\n

What is another issue related to misuse of power by central government agencies?<\/strong><\/h2>\n

The number of Opposition party state ministers being investigated, especially by the ED, has gone up dramatically. They are lodged in jail for long periods beyond the time, reasonably required for custodial interrogation. <\/strong><\/p>\n

The application of the Prevention of Money Laundering Act<\/strong> has led to inordinate difficulties in securing bail<\/strong> since the presumption of innocence<\/strong> is overturned.<\/p>\n

There is a serious mixing of<\/strong> criminal investigation and prosecution <\/strong>with politics. Probity in governance<\/strong> is necessary but checks on political misuse of the enforcement machinery<\/strong> is also needed.<\/p>\n
