Today, Ukrainians use phrases like \u201c<strong>India does not care\u201d <\/strong>for India\u2019s response towards Russia\u2019s war against Ukraine.<\/p>\n<p>There is a lack of <strong>high-level political visits<\/strong>. Ukraine hosted Indian Presidents in 1993 and 2005. But the only time the PM of India Indira Gandhi visited was in 1982, when Ukraine was a part of the USSR.<\/p>\n<h2><strong>What has been India&#8217;s position on the Ukraine war?<\/strong><\/h2>\n<p>PM Narendra Modi stated publicly in the presence of President Vladimir Putin, <strong>\u201cthis is not an era of war\u201d <\/strong>at the SCO Summit in Samarkand. India also reiterated its support for <strong>territorial integrity, sovereignty and commitment to the UN Charter<\/strong> by member states.<\/p>\n<p>However, India did not condemn <strong>Russian aggression<\/strong> openly.<\/p>\n<h2><strong>What are potential bilateral relationships between India and Ukraine<\/strong>?<\/h2>\n<p>Policymakers in India realise the urgent need to overhaul<strong> India\u2019s policy towards Ukraine<\/strong>. In this context, this visit will rekindle hope.<\/p>\n<p>India was present at a <strong>summit on Ukraine in Copenhagen<\/strong>. This was the first ever presence of <strong>non-Western states<\/strong> like India, Saudi Arabia, Brazil and South Africa in such a format.<\/p>\n<p>This summit is an established platform with almost 50 countries, based on the <strong>10-point Peace Plan<\/strong> of the Ukrainian President.<\/p>\n<p>The war has brought out the<strong> post-colonial identity <\/strong>of modern Ukraine. It shows the similarity with the nations in the <strong>southern hemisphere. <\/strong><\/p>\n<p>Ukraine is no longer a problem of Europe alone. So, India\u2019s involvement is important to protect its <strong>national interest<\/strong> as a <strong>global player. <\/strong><\/p>\n<h2><strong>What are the challenges in Indian foreign policy approach towards Russia?<\/strong><\/h2>\n<p>It is difficult to reshape India-Russia relations and remove the <strong>legacy of the Soviet era. <\/strong><\/p>\n<p>Russian strategists fully understand <strong>India\u2019s strategic necessity<\/strong> to be closer to the US and the West, but it also expects that India holds no open objection to its <strong>closeness to China. <\/strong><\/p>\n<p>Countries of the Global South are becoming aware that <strong>Russia\u2019s policies towards countries of the former Soviet Union<\/strong> are based on <strong>hegemony and sphere of influence. Russia is ignoring agency and representation of these countries.<\/strong><\/p>\n<p>After more than 30 years of sovereign Ukraine\u2019s existence, Russia is apprehensive of <strong>India\u2019s independent policies<\/strong> towards it.<\/p>\n<h2><strong>What is the way forward for India and Ukraine bilateral relationship?<\/strong><\/h2>\n<p>There is a need to widen <strong>people-to-people contacts and academic exchanges<\/strong>.<\/p>\n<p>The <strong>war against Ukraine<\/strong> is an opportunity for India to get rid of its <strong>post-Soviet inertia and start afresh<\/strong>.
