The decision to release 350,000 cusecs of water after heavy rain further north seems to have caused the flooding.<\/p>\n<h2><strong>What are factors responsible for recent flooding in Delhi?<\/strong><\/h2>\n<p>There is the existence of<strong> multiple authorities<\/strong> with responsibilities for Delhi. It has impacted the <strong>preparedness for floods<\/strong> and <strong>proper accountability<\/strong> for errors.<\/p>\n<p>The water took some time to travel downstream as far as Delhi. But, no alarm was raised. There were no <strong>emergency preparations<\/strong>.<\/p>\n<p>Many flooded areas are situated on the <strong>floodplains of the Yamuna <\/strong>and are <strong>prone to flooding and to subsidence. <\/strong><\/p>\n<p>The <strong>extensive use of concrete<\/strong> in urbanised areas without considering the earth&#8217;s <strong>capacity to absorb excess water<\/strong> could further exacerbate the problem.<\/p>\n<p>There are issues with the <strong>quality of urbanism and its administration.<\/strong><\/p>\n<h2><strong>What is the way forward to mitigate flooding?<\/strong><\/h2>\n<p>The feasibility of <strong>consolidating barrages<\/strong> along the Yamuna and other major rivers under a unified authority should be explored.<\/p>\n<p>State governments must maintain their <strong>jurisdiction over the flow of water<\/strong> within their territories. But they require <strong>assistance in managing riverine infrastructure.<\/strong><\/p>\n<p>The Union government should initiate a <strong>comprehensive examination<\/strong> of the Yamuna flood plan. It needs to ensure that <strong>infrastructure development<\/strong> is carried out in a manner that facilitates the <strong>harvesting, absorption, or downstream flow of excess water. <\/strong><\/p>\n<p>There is a need to plan for <strong>additional infrastructure<\/strong>, such as<strong> new channels, de-sedimentation facilities, and stronger embankments.<\/strong><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Source&#8211; The post is based on the article \u201cManaging the rivers\u201d published in \u201cThe Hindu\u201d on 24th July 2023.
