GS3- Infrastructure<\/p>\n<p><strong>Relevance:<\/strong> Issues related to road transport<\/p>\n<p><strong>News &#8211; <\/strong>The ministry of road transport and highways is planning to implement a toll collection system that uses satellite GPS tracking.<\/p>\n<h2><strong>Why does the government want to introduce a toll collection system that uses satellite GPS tracking?<\/strong><\/h2>\n<p>India adopted <strong>FASTag system<\/strong>. It eased <strong>traffic bottlenecks<\/strong> at toll plazas across the Country. But, <strong>toll snarl<\/strong>s still persist on busy routes. It took away the <strong>pricing flexibility<\/strong> at the booth level.<\/p>\n<p>The users have to pay the same charges for <strong>partial road use<\/strong>. There is a need for <strong>adjustable road pricing<\/strong> to meet the market demand.<\/p>\n<p>With a network of <strong>multiple road options<\/strong>, toll prices that adjust according to varying traffic density can effectively <strong>attract or discourage user<\/strong>s. It can lead to <strong>smoother overall traffic flow. <\/strong>Ultimately, it will save both time and fuel.<\/p>\n<h2><strong>What are issues related to the toll collection system that uses satellite GPS tracking?<\/strong><\/h2>\n<p>There are concerns regarding <strong>cybersecurity vulnerabilities<\/strong> in the current system. It relies on <strong>special wallets <\/strong>that require online money refills.<\/p>\n<p>If the new system allows cars to directly access funds from our bank accounts, it would create a <strong>new weakness in our cyber defences<\/strong> due to a policy decision.<\/p>\n<p>Under the proposed system, our personal location data would be transformed into a <strong>real-time GPS feed<\/strong> to facilitate toll charges. However, the misuse or <strong>unauthorised disclosure<\/strong> of this aerial data poses a <strong>significant risk to privacy<\/strong> of individuals.<\/p>\n<h2><strong>Way forward<\/strong><\/h2>\n<p>To ensure the tracking of road users, their <strong>explicit consent <\/strong>should be obtained upfront as part of the agreement.<\/p>\n<p><strong>Additional safeguards<\/strong> must be implemented. <strong>Strict time limits <\/strong>should be set on how long individually identifiable data can be retained once its stated purpose has been fulfilled.<\/p>\n<p>The main objective of the ministry should be to align highway pricing with the<strong> fundamental principles of data protection<\/strong>.
