{"id":255424,"date":"2023-08-09T20:07:22","date_gmt":"2023-08-09T14:37:22","guid":{"rendered":"https:\/\/blog.forumias.com\/?p=255424"},"modified":"2023-08-09T20:07:22","modified_gmt":"2023-08-09T14:37:22","slug":"how-a-wto-provision-became-a-tool-for-nations-to-curb-imports","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/how-a-wto-provision-became-a-tool-for-nations-to-curb-imports\/","title":{"rendered":"How a WTO provision became a tool for nations to curb imports"},"content":{"rendered":"\n<p><b>Source:<\/b><span style=\"font-weight: 400;\"> The post is based on the article <\/span><b>\u201cHow a WTO provision became a tool for nations to curb imports\u201d <\/b><span style=\"font-weight: 400;\">\u00a0published in<\/span><b> Business Standard on 9th August 2023.<\/b><\/p>\n<h2><b>What is the News?<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">The Government of India has recently imposed restrictions on the import of laptops, tablets, and personal computers.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The new regulations mandate Companies to obtain licences from the Directorate General of Foreign Trade to import these items.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">India has imposed these restrictions <\/span><span style=\"font-weight: 400;\">in accordance with the Agreement on Import Licensing Procedures under the World Trade Organization(WTO).<\/span><\/p>\n<p><b>Note:<\/b><span style=\"font-weight: 400;\"> In 2020 also, India had imposed restrictions on imports of pneumatic tyres used for cars, buses, lorries, scooters, and motorcycles,<\/span><\/p>\n<h2><b>What is Agreement on Import Licensing Procedures?<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">The WTO Agreement on Import Licensing Procedures says import licensing should be simple, transparent and predictable so as not to become an obstacle to trade.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">For example, the agreement requires governments to publish sufficient information for traders to know how and why the licences are granted.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">It also describes how countries should notify the WTO when they introduce new import licensing procedures or change existing procedures.<\/span><\/p>\n<h2><b>What does the WTO reports say on Import Licensing?<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">As per Agreement on Import Licensing Procedures, all WTO members are required to notify their laws, rules and procedures on import licensing as well as changes to these regulations<\/span><\/p>\n<p><span style=\"font-weight: 400;\">But the WTO trade-monitoring reports have identified import licensing as one of the main trade- restricting measures introduced by governments with 13 WTO members not submitting any notification on this as of end-2022.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In 2022, the WTO members raised several new and recurring specific trade concerns regarding import curbs.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The European Union(EU) and the United States questioned Angola\u2019s import-licensing requirements, Egypt\u2019s import licensing for certain agricultural products and Indonesia\u2019s commodity-balancing mechanism.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">During India\u2019s latest Trade Policy Review in 2020, South Korea complained the import <\/span><span style=\"font-weight: 400;\">a licensing requirement by India for pneumatic tyres was causing \u201cserious damage\u201d to some firms doing business in India.<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Source: The post is based on the article \u201cHow a WTO provision became a tool for nations to curb imports\u201d \u00a0published in Business Standard on 9th August 2023.
