Acquiring the birth certificate will necessitate the<strong> use of Aadhaar numbers<\/strong> belonging to both the &#8220;parents and informant.&#8221;<\/p>\n<h2><strong>What are issues with the Bill?<\/strong><\/h2>\n<p>For economically disadvantaged sections and individuals with<strong> lack access to data resources,<\/strong> this will lead to <strong>exclusion.<\/strong><\/p>\n<p>The objective of establishing a more <strong>comprehensive database<\/strong> of recorded births and deaths is commendable. But, the Bill imposes <strong>new responsibilities<\/strong> on citizens.<\/p>\n<h2><strong>Why does the civil registration system exhibit variations across different states? <\/strong><\/h2>\n<p>This is primarily due to <strong>differences in governance mechanisms.<\/strong> Additionally<strong>, economic prosperity<\/strong> also contributes to <strong>significant disparities<\/strong> within states.<\/p>\n<p>In Bihar, registrations have been reported to be below <strong>optimal levels <\/strong>even when births and deaths occur in healthcare facilities. <strong>Corruption <\/strong>is also prevalent.<\/p>\n<p>In other regions as well, <strong>Civil Registration System (CRS) offices<\/strong> can be<strong> insufficiently distributed, inadequately staffed, and uncooperative. <\/strong><\/p>\n<h2><strong>What whould be done?<\/strong><\/h2>\n<p>Government should improve the <strong>registration infrastructure <\/strong>significantly.<\/p>\n<p>The <strong>doctrine of proportionality<\/strong> should be the guiding force. citizens should not be subjected to unnecessary difficulties and risks.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Source&#8211; The post is based on the article \u201cA Hassle Is Born\u201d published in \u201cThe Times of India\u201d on 9th August 2023.
