News<\/strong>– Recently, Parliament passed the Registration of Births and Deaths (Amendment) Bill 2023.<\/p>\n

What are the major provisions of the Bill?<\/strong><\/h2>\n

The Bill provides for the birth certificate to be used as a required document<\/strong> for various purposes<\/strong> such as admission to educational institutions, inclusion in voter lists, and government employment.<\/p>\n

The scope of applications is extensive, formidable, and unlimited<\/strong>. Acquiring the birth certificate will necessitate the use of Aadhaar numbers<\/strong> belonging to both the “parents and informant.”<\/p>\n

What are issues with the Bill?<\/strong><\/h2>\n

For economically disadvantaged sections and individuals with lack access to data resources,<\/strong> this will lead to exclusion.<\/strong><\/p>\n

The objective of establishing a more comprehensive database<\/strong> of recorded births and deaths is commendable. But, the Bill imposes new responsibilities<\/strong> on citizens.<\/p>\n

Why does the civil registration system exhibit variations across different states? <\/strong><\/h2>\n

This is primarily due to differences in governance mechanisms.<\/strong> Additionally, economic prosperity<\/strong> also contributes to significant disparities<\/strong> within states.<\/p>\n

In Bihar, registrations have been reported to be below optimal levels <\/strong>even when births and deaths occur in healthcare facilities. Corruption <\/strong>is also prevalent.<\/p>\n

In other regions as well, Civil Registration System (CRS) offices<\/strong> can be insufficiently distributed, inadequately staffed, and uncooperative. <\/strong><\/p>\n

What whould be done?<\/strong><\/h2>\n

Government should improve the registration infrastructure <\/strong>significantly.<\/p>\n
