{"id":256473,"date":"2023-08-17T21:00:46","date_gmt":"2023-08-17T15:30:46","guid":{"rendered":"https:\/\/blog.forumias.com\/?p=256473"},"modified":"2023-08-29T12:55:17","modified_gmt":"2023-08-29T07:25:17","slug":"understanding-the-moefccs-u-turn","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/understanding-the-moefccs-u-turn\/","title":{"rendered":"Understanding the MoEFCC\u2019s U-turn"},"content":{"rendered":"<p><strong>Source<\/strong>: The post is based on the article\u00a0<strong>\u201cUnderstanding the MoEFCC\u2019s U-turn<\/strong>\u201d published in<strong> The Hindu <\/strong>on\u00a0<strong>17<sup>th<\/sup> August 2023<\/strong>.<\/p>\n<p><strong>Syllabus: GS 3 \u2013 Environment Conservation<\/strong><\/p>\n<p><strong>News:<\/strong> In June, the Ministry of Environment, Forests and Climate Change (<strong>MoEFCC<\/strong>) <strong>reversed its decision<\/strong> to establish integrated regional offices by merging offices of the Forest Survey of India (<strong>FSI<\/strong>), the National Tiger Conservation Authority (<strong>NTCA<\/strong>), the Wildlife Crime Control Bureau (<strong>WCCB<\/strong>), and the Central Zoo Authority (<strong>CZA<\/strong>).<\/p>\n<h2><strong>Why did the Ministry take back its decision?<\/strong><\/h2>\n<p><strong>Objection from NTCA:<\/strong> The idea of merging was first introduced amid the COVID-19 lockdown.<\/p>\n<p>While the MoEFCC claimed that the merger would promote ease of doing business, the NTCA objected, citing concerns about potential administrative disorder, chaos, and loss of its autonomy.<\/p>\n<p><strong>Technical and Administrative Challenges:<\/strong> In response to the Karnataka High Court petition, <strong>the MoEFCC clarified that the notification wasn&#8217;t a merger attempt<\/strong>. <strong>Instead, it aimed to<\/strong> have various authorities operate together in 19 regional offices.<\/p>\n<p>However, the MoEFCC dropped the merger <strong>due to complex technical and administrative challenges.<\/strong><\/p>\n<p><strong>Criticism:<\/strong> Environmental activists criticized the decision, fearing that it would weaken crucial environmental organizations.<\/p>\n<p><strong>For example,<\/strong> NTCA can halt projects impacting Tiger Reserves, but the merger would have reduced its power by placing it under the control of the Deputy Director General of Forests.<\/p>\n<h2><strong>What are other notifications that faced criticism?<\/strong><\/h2>\n<p><strong>Reorganizing Regional Offices:<\/strong> The notification also suggested <strong>a reorganization of current regional offices<\/strong>, which was also met with criticism due to its apparent lack of objective criteria.<\/p>\n<p><strong>For example,<\/strong> the notification proposed placing the Bengaluru regional office in charge of Karnataka, Kerala, Goa, and Lakshadweep, despite their diverse geographic and ecological traits.<\/p>\n<p><strong>Combining Project Tiger and Project Elephant:<\/strong> In the last month, <strong>the Indian government proposed combining Project Tiger and Project Elephant<\/strong>, raising concerns about NTCA&#8217;s autonomy.<\/p>\n<p>Unlike Tiger Reserves, <strong>Elephant Reserves lack legal recognition under the Wildlife Protection Act 1972. <\/strong>Hence, merging them could diminish Project Elephant&#8217;s significance, as it currently lacks proper legal recognition.<\/p>\n<h2><strong>How has the Ministry of Environment, Forests and Climate Change (MoEFCC) changed in recent years?<\/strong><\/h2>\n<p>Recently, <strong>regional ministry offices have expanded their roles<\/strong> in environmental approvals and project compliance, <strong>requiring increased funding and infrastructure.<\/strong> However, it&#8217;s unclear if this necessary support has been provided.<\/p>\n<h2><strong>What is the way ahead?<\/strong><\/h2>\n<p>Decentralized infrastructure is vital for accessibility and legal enforcement. An internal review system is also needed to ensure unbiased regulatory outcomes, upholding both environmental protection and social justice.<\/p>\n<p><strong><em>Note:<\/em><\/strong><em> The NTCA oversees India&#8217;s Tiger Reserves and manages Project Tiger. The FSI, a scientific body, focuses on forest data, while the WCCB is an enforcement authority.
