It amounts to <strong>2.68 crore people <\/strong>according to the 2011 Census.<\/p>\n<p>These figures are currently<strong> underestimated<\/strong> due to both population growth in the past decade. They only encompass the <strong>seven specified categories of disabilities<\/strong>, and exclude the more <strong>general &#8220;others&#8221; category<\/strong> that was part of the Census.<\/p>\n<p><strong>The National Family Health Survey-6<\/strong> provided a valuable opportunity to <strong>raise awareness <\/strong>among the public, including <strong>surveyors and enumerators<\/strong>.<\/p>\n<p>There is a <strong>2030 deadline<\/strong> for achieving the <strong>SDG of &#8220;Leaving no one behind.&#8221;<\/strong> There are concerns that disability rights could be relegated to a <strong>secondary status.<\/strong><\/p>\n<h2><strong>What are other issues related to disability in India?<\/strong><\/h2>\n<p>The understanding of the <strong>term &#8220;disability&#8221; <\/strong>has remained relatively limited over the years.<\/p>\n<p>The <strong>Ministry of Statistics and Programme Implementation report<\/strong> on <strong>&#8216;Persons with Disabilities in India \u2014 A Statistical Profile: 2021&#8217;<\/strong> refers to <strong>only eight categories of disabilities. <\/strong><\/p>\n<p>It fails to acknowledge or account for the<strong> 21 categories of disabilities<\/strong> recognized in the law after the enactment of the <strong>Rights of Persons with Disabilities Act, 2016.<\/strong><\/p>\n<p>There is a tendency to overlook the <strong>recognition and consideration<\/strong> of the <strong>needs, perspectives, and fundamental rights<\/strong> of individuals with disabilities, especially those with<strong> less visible or &#8220;invisible disabilities.&#8221; <\/strong><\/p>\n<p>The <strong>2021 Statistical Profile report<\/strong> documented that nearly 24 lakh individuals were affected by <strong>mental health-related conditions<\/strong>. They also failed to recognize or acknowledge the concept of <strong>invisible disabilities.<\/strong><\/p>\n<p>This situation persists despite estimates suggesting that as many as 20 crore people in India may be affected by psychosocial disabilities.<\/p>\n<h2><strong>Why is data on disability important?<\/strong><\/h2>\n<p>Regular data collection is crucial for <strong>achieving the SDGs and adhering to the United Nations Convention on the Rights of Persons with Disabilities. <\/strong><\/p>\n<p><strong>Sections 28 and 27 of the Rights of Persons with Disabilities Act<\/strong> mandate the government to <strong>promote research<\/strong> and create programs to <strong>protect and empower <\/strong>individuals with disabilities.<\/p>\n<p><strong>Section 25<\/strong> calls for government-conducted <strong>surveys, investigations, and research centred on disabilities.<\/strong><\/p>\n<p><strong>Niti Aayog&#8217;s &#8216;Strategy for New India @ 75<\/strong>, acknowledges the challenges arising from the lack of<strong> comprehensive data<\/strong> in <strong>formulating policies<\/strong> for individuals with disabilities.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Source&#8211; The post is based on the article \u201cOmission of disability-related questions from NFHS-6 shows that disability remains misunderstood\u201d published in \u201cThe Indian Express\u201d on 1st September 2023.
