The first phase saw India&#8217;s <strong><b>unwavering commitment to the United Nations<\/b><\/strong>. However, this approach came into conflict with the <strong><b>realities of the Cold War.<\/b><\/strong><\/p>\n<p><strong><b>Second phase- <\/b><\/strong>It involved India&#8217;s participation in the <strong><b>Afro-Asian conference in Bandung<\/b><\/strong>\u00a0and the <strong><b>formation of the Non-Aligned Movement (NAM).<\/b><\/strong><\/p>\n<p>NAM served as both a <strong><b>diplomatic shield and an ideological framework<\/b><\/strong>. It helped India to position itself between the <strong><b>competing influences of Moscow and Washington.<\/b><\/strong><\/p>\n<p>However, NAM <strong><b>proved ineffective <\/b><\/strong>when put to the test. During the 1962 conflict with China, many African and West Asian nations <strong><b>aligned themselves<\/b><\/strong>\u00a0with Beijing.<\/p>\n<p><strong><b>Third phase- <\/b><\/strong>The <strong><b>post-Cold War era<\/b><\/strong>, marked by <strong><b>India&#8217;s economic liberalization<\/b><\/strong>\u00a0in 1991, ushered in a <strong><b>third phase of multilateralism.<\/b><\/strong>\u00a0India was a participant in the creation of the <strong><b>BRIC group. <\/b><\/strong><\/p>\n<p><strong><b>The Quad<\/b><\/strong>\u00a0originated during the tenure of U.S. President George W. Bush. It was inspired by the impressive <strong><b>joint response<\/b><\/strong>\u00a0of the four Quad nations&#8217; navies to the<strong><b>\u00a0Asian tsunami disaster. <\/b><\/strong>President Bush decided to<strong><b>\u00a0formalize this cooperation<\/b><\/strong>. It gave birth to the<strong><b>\u00a0Quadrilateral Security Dialogue,<\/b><\/strong>\u00a0later known as the <strong><b>Quad. <\/b><\/strong><\/p>\n<p>However, during its initial phase, the Quad faced <strong><b>geopolitical challenges<\/b><\/strong>. China strongly opposed it. Australia withdrew from the group, and India found itself <strong><b>standing alone <\/b><\/strong>as the <strong><b>main proponent<\/b><\/strong>\u00a0of the initiative.<\/p>\n<p><strong><b>Fourth phase-<\/b><\/strong>\u00a0The Modi government represents the latest phase of India&#8217;s approach to multilateralism. It involves several key elements.<\/p>\n<h2><strong><b>What are key aspects of the new phase of multilateralism by India?<\/b><\/strong><\/h2>\n<p>There is a<strong><b>\u00a0deliberate shift<\/b><\/strong>\u00a0away from the <strong><b>Non-Aligned Movement (NAM)<\/b><\/strong>. Prime Minister Modi has not physically attended a <strong><b>single NAM summit. <\/b><\/strong><\/p>\n<p>There is an effort to <strong><b>reshape post-Cold War groupings<\/b><\/strong>\u00a0to counter <strong><b>China&#8217;s expanding influence.<\/b><\/strong>\u00a0In the most recent BRICS summit, India attempted to resist Beijing&#8217;s plans to transform BRICS into an <strong><b>alternative to the Group of Seven (G7). <\/b><\/strong><\/p>\n<p>The Quad has taken the<strong><b>\u00a0forward-looking turn<\/b><\/strong>. Its primary focus is on ensuring that China does not dominate in <strong><b>strategic technology.<\/b><\/strong><\/p>\n<p>Another aspect of India&#8217;s approach involves the establishment of a series of <strong><b>small, specialized minilateral groups,<\/b><\/strong>\u00a0each addressing a <strong><b>single issue. <\/b><\/strong><\/p>\n<p>These minilaterals aim to address<strong><b>\u00a0gaps in the existing international order<\/b><\/strong>, which has been marked by a loss of legitimacy in the West due to <strong><b>internal crises. <\/b><\/strong><\/p>\n<p>Additionally, these efforts respond to the <strong><b>incapacity of current international organizations<\/b><\/strong>\u00a0to address <strong><b>urgent global crises<\/b><\/strong>, especially in the context of climate change.<\/p>\n<p>The <strong><b>International Solar Alliance<\/b><\/strong>\u00a0garnered substantial interest from developing nations. It has prompted India to transform it into a permanent entity.<\/p>\n<p>The<strong><b>\u00a0Climate Disaster Resilience Initiative<\/b><\/strong>\u00a0emerged from India&#8217;s <strong><b>genuine concerns<\/b><\/strong>\u00a0that the West was neglecting <strong><b>climate adaptation efforts.<\/b><\/strong><\/p>\n<p>At the recent G20 summit, India is actively working on restructuring the entire<strong><b>\u00a0multilateral development bank system<\/b><\/strong>\u00a0to redirect its focus toward <strong><b>green finance for the Global South. <\/b><\/strong><\/p>\n<p>India is also planning the establishment of a <strong><b>new multilateral body<\/b><\/strong>, capitalizing on its <strong><b>digital successes. It is known<\/b><\/strong>\u00a0as the <strong><b>One Future Alliance.<\/b><\/strong><\/p>\n<p>India is collaborating with Western countries on many of these initiatives. Much of this new multilateralism will ultimately be financed by <strong><b>Western development agencies<\/b><\/strong>.<\/p>\n<p>This could be the most<strong><b>\u00a0critical geopolitical aspec<\/b><\/strong>t of India&#8217;s<strong><b>\u00a0current phase of multilateralism.<\/b><\/strong><\/p>\n<h2><strong><b>What are the challenges for the new phase of multilateralism by India? <\/b><\/strong><\/h2>\n<p>India still has a long way to go before it can assert itself as a <strong><b>rule-maker on the global stage. <\/b><\/strong><\/p>\n<p>The<strong><b>\u00a0International Solar Alliance<\/b><\/strong>\u00a0has encountered challenges in <strong><b>maintaining its vision<\/b><\/strong>. It is shifting its focus more toward<strong><b>\u00a0aid projects<\/b><\/strong>\u00a0than setting <strong><b>global standards. <\/b><\/strong><\/p>\n<p>The <strong><b>Climate Disaster Resilience Initiative<\/b><\/strong>\u00a0is still in its early stages.
