Both <strong>labour-force participation and work-force participation<\/strong> have increased during this period.<\/p>\n<p>If we contrast the data with the previous five-year <strong>survey on employment and unemployment <\/strong>conducted in 2011-12, the situation in 2021-22 appears markedly improved.<\/p>\n<p>But, <strong>Indian unemployment rates<\/strong> are higher than they were in 2011-12. The gap was particularly pronounced in 2017-18 but has since narrowed.<\/p>\n<p><strong>Unemployment rates<\/strong> are higher in all categories. In the case of rural males,<strong> unemployment <\/strong>has doubled since 2011-12.<\/p>\n<p><strong>What is the conventional explanation for higher unemployment rates?<\/strong><\/p>\n<p>India&#8217;s <strong>demonetization <\/strong>of high-value currency notes in November 2016, and<strong> GST introduction <\/strong>in 2017, had a lasting impact on the economy, especially its informal sector. This is believed to contribute to the <strong>high unemployment rate.<\/strong><\/p>\n<p>Both demonetization and the COVID-19 pandemic led to<strong> significant reverse migration <\/strong>from urban to rural areas. It resulted in <strong>increased reliance on agriculture.<\/strong><\/p>\n<h2><strong>Why do the conventional explanations for higher unemployment rates do not seem to be appropriate?<\/strong><\/h2>\n<p>Neither of these explanations is <strong>supported by the available data.<\/strong><\/p>\n<p>The number of people identifying as<strong> &#8220;self-employed<\/strong>&#8221; is higher now than in the past.<\/p>\n<p>Economists recognize <strong>three categories of self-employed workers<\/strong>:<strong> own-account workers , employers, and workers in household enterprises<\/strong>. <strong>Own-account workers and employers<\/strong> can be considered proxies for <strong>informal sector enterprises.<\/strong><\/p>\n<p>In 2011-12,<strong> 52.2% of workers<\/strong> described themselves as<strong> self-employed.<\/strong> By 2021-22, this figure had<strong> increased to 55.8%. <\/strong><\/p>\n<p>Considering the increase in the population between 2011-12 and 2021-22, the data suggests a <strong>significant rise<\/strong> in the <strong>number of informal businesses.<\/strong><\/p>\n<p>The <strong>Periodic Labour Force Survey<\/strong> provides information on the <strong>average monthly earnings<\/strong> of self-employed workers.\u00a0 These figures indicate an increase between 2017 and 2022.<\/p>\n<p>This suggests that the severe <strong>adverse impact of demonetization and GST <\/strong>on employment is unlikely to be the<strong> primary cause<\/strong> of the rise in <strong>India&#8217;s unemployment rate.<\/strong><\/p>\n<p>The <strong>argument of reverse migration<\/strong> also does not hold up under scrutiny. In 2021, a special exercise within the PLFS assessed the <strong>impact on migration. <\/strong><\/p>\n<p>The results indicated that the <strong>migration rate<\/strong> in 2020-21 was nearly the same as that in the <strong>National Sample Survey&#8217;s 64th round in 2007-08. <\/strong><\/p>\n<p>Additionally, the proportion of <strong>workers in &#8220;usual status&#8221;<\/strong> describing themselves as <strong>primarily engaged in agriculture<\/strong> had decreased between 2011-12 and 2021-22.<\/p>\n<h2><strong>What are the possible reasons behind higher unemployment rates in India?<\/strong><\/h2>\n<p><strong>Higher educational level among youth<\/strong>&#8211; <strong>Youth unemployment<\/strong> has increased significantly from 2011-12 to 2021-22, nearly doubling during this period.<\/p>\n<p>As educational attainment improves, more educated individuals are less inclined to accept <strong>unskilled jobs. <\/strong><\/p>\n<p><strong>Expansion of social security measures-<\/strong> The government has increased the <strong>distribution of food<\/strong> under the <strong>National Food Security Ac<\/strong>t.<\/p>\n<p>This reduces the pressure on individuals to immediately <strong>seek employment.<\/strong> It allows them more time to <strong>&#8220;search for work,&#8221; <\/strong>which contributes to the increase in the <strong>unemployment rate. <\/strong><\/p>\n<p>Additionally, <strong>direct cash transfers<\/strong> to farmer households and <strong>certain vulnerable population groups<\/strong> have also served as <strong>support mechanisms.<\/strong><\/p>\n<p>Therefore, the rise in unemployment can be attributed to <strong>structural changes in the economy.<\/strong><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Source&#8211; The post is based on the article \u201cIndia\u2019s unemployment challenge can\u2019t be tackled by doles as usual\u201d published in the \u201cmint\u201d on 14th September 2023.
