Data from the <strong>Central Electricity Authority<\/strong> indicates that <strong>thermal capacity<\/strong> increased from <strong>100 GW in 2005 to 300 GW in 2018 <\/strong>but has since stagnated.<\/p>\n<p>The <strong>Centre for Monitoring Indian Economy (CMIE) data<\/strong> on <strong>capital expenditure projects<\/strong> also shows a similar stagnation since 2019.<\/p>\n<p>Obtaining funding for new thermal power plants is no longer feasible. The<strong> ESG revolution <\/strong>has closed off avenues for financing new <strong>carbon-intensive electricity generation<\/strong> projects worldwide.<\/p>\n<p>India is at a critical juncture where all capacity growth in the electricity sector must come from <strong>renewable sources. <\/strong><\/p>\n<p>There is growth in<strong> solar and wind capacity<\/strong>. The <strong>CMIE capex data<\/strong> shows that identifiable projects completed between 2015 and 2023 amount to approximately <strong>4 GW per year for solar and 2 GW per year for wind. <\/strong><\/p>\n<p>This raises concerns about whether the electricity sector is aligning with the <strong>requirements for robust economic growth.<\/strong><\/p>\n<p>The<strong> existing electricity sector infrastructure<\/strong> is tailored to the <strong>old paradigm of thermal dominance.<\/strong> This presents challenges.<\/p>\n<p>There is<strong> substantial variation <\/strong>among Indian states. States like Gujarat and Rajasthan have made <strong>significant progress<\/strong> in adding solar capacity. Other important consumption states like Karnataka, Maharashtra, and Tamil Nadu have <strong>not performed<\/strong> as well.<\/p>\n<p>In several Indian states, <strong>electricity policy <\/strong>doesn&#8217;t receive the <strong>necessary attention<\/strong>, as there are more fundamental challenges to tackle.<\/p>\n<p><strong>Overhaul of the grid<\/strong> to <strong>achieve decarbonization <\/strong>also presents a challenge. Renewables pose challenges to the conventional <strong>electricity grid and market structures<\/strong>. Many grid operators are not enthusiastic about incorporating more renewables.<\/p>\n<p>Another issue is the <strong>level of trust<\/strong> from private investors. A <strong>power generation project <\/strong>necessitates a <strong>trusted and predictable environment<\/strong> over a 20-year span.<\/p>\n<p>The Indian electricity sector faces significant government failure like <strong>unpaid bills, contract breaches, and interference in private professional transactions<\/strong>, such as restrictions on <strong>&#8220;open access.&#8221;<\/strong><\/p>\n<p>The Indian private sector is willing to invest in renewables in states like Gujarat and Rajasthan, it remains cautious in most other states.<\/p>\n<h2><strong>What should be done?<\/strong><\/h2>\n<p><strong>Economic policymakers<\/strong> in each Indian state must outline a clear plan for the<strong> transformation of distribution, transmission, and market structures<\/strong> required for renewables<\/p>\n<p>Without addressing the fundamentals of <strong>distribution and electricity market structure<\/strong>, the grid won&#8217;t be prepared for<strong> decarbonization<\/strong>. A substantial amount of<strong> policy work and financial investment<\/strong> is needed for this<strong> one-time transition. <\/strong><\/p>\n<p>Significant changes in <strong>distribution and market structur<\/strong>e are necessary. It involves solutions like <strong>transitioning to private distribution companies<\/strong> for urban regions.<\/p>\n<p><strong>Market mechanisms<\/strong> should be designed to encourage <strong>private-to-private contracts. <\/strong>Private generators prefer dealing with <strong>industrial buyers or private distribution companies <\/strong>rather than relying on<strong> long-term power purchase agreements. <\/strong><\/p>\n<p>Implementing <strong>market mechanisms <\/strong>with <strong>time-of-day pricing<\/strong> can incentivize <strong>storage and demand-side responses.<\/strong><\/p>\n<p><strong>Distribution companies<\/strong> operate as monopolies. It requires regulation to prevent <strong>monopolistic pricing. <\/strong><\/p>\n<p>Establishing<strong> regulatory capacity<\/strong> is crucial.
