It ranks as the <strong>second-largest tea producer<\/strong> worldwide.<\/p>\n<p>The annual production of tea is <strong>1.3 million tonnes<\/strong>. India is the <strong>third-largest exporter. <\/strong>It is generating <strong>approximately $1 billion in revenue<\/strong> each year.<\/p>\n<h2><strong>What are the issues faced by the tea industry?<\/strong><\/h2>\n<p>Approximately<strong> 85% of the tea <\/strong>produced is <strong>consumed domestically<\/strong>. India&#8217;s<strong> per capita tea consumption<\/strong> is around 800 grams per year. It is one of the <strong>lowest in the world.<\/strong><\/p>\n<p>India does not produce some of the<strong> newer tea categories<\/strong>, such as<strong> Kenyan yellow tea<\/strong>, which has gained popularity as a recent trend.<\/p>\n<p><strong>Exports of tea<\/strong> have remained stagnant. The tea industry has faced <strong>downward price pressures.<\/strong><\/p>\n<p>The number and acreage of large, regulated tea growers have either <strong>remained static or declined. <\/strong>Their <strong>market share<\/strong> has decreased <strong>from 60% to below 50%<\/strong> at present.<\/p>\n<p>The current <strong>highly regulated Tea Growers (RTG) model<\/strong> is outdated. <strong>Statutory requirements<\/strong> mandating labour housing, schooling, and various other facilities on the tea estate are no longer<strong> necessary or cost-effective.<\/strong><\/p>\n<p>The existing<strong> tea auction model <\/strong>compels the transportation of tea to a limited number of auction centres and involves multiple cumbersome processes.<\/p>\n<p>This model not only consumes time but also adds an<strong> unnecessary cost<\/strong> of approximately \u20b97-10 per kilogram to the tea sold. It results in a <strong>significant volume of unsold stocks<\/strong>. Only about <strong>40% of the total tea production <\/strong>is sold through tea auctions.<\/p>\n<h2><strong>Way forward for tea industry<\/strong><\/h2>\n<p><strong>Standardization and Classification: <\/strong>There is a pressing need for <strong>standardization and classification <\/strong>of tea in India. Currently, there are reportedly around 800 types of tea manufactured or sold in the country.<\/p>\n<p><strong>Promoting Tea as a Health Drink: <\/strong>Rather than focusing solely on supply, there should be a concerted effort to promote tea as a <strong>healthy beverage.<\/strong><\/p>\n<p><strong>Conversion of the Tea Board: <\/strong>The Tea Board should undergo a transformation into an entity dedicated to <strong>promoting tea consumption and exports<\/strong>. There is a need to relinquish its <strong>regulatory powers.<\/strong><\/p>\n<p><strong>Industry-Managed Voluntary Tea Auction Centers: <\/strong>The existing <strong>tea auction houses<\/strong> can be reimagined as voluntary tea auction centres managed by the industry. Tea producers interested in selling their products can do so voluntarily by paying a fee.<\/p>\n<p><strong>Establishment of Standardization Agencies: <\/strong>There is a need for establishment of agencies tasked with <strong>developing and standardizing norms<\/strong> for the tea industry, following the model of the <strong>Indian Standards Institution (ISI). <\/strong><\/p>\n<p>These agencies should also <strong>handle promotion and certification, <\/strong>like the functions of the Agricultural and Processed Food Products Export Development Authority (APEDA).<\/p>\n<p><strong>Diverse Marketing Channels: <\/strong>Indian tea should be permitted to be <strong>marketed freely<\/strong> through various global channels, including direct sales, e-commerce, tea auction houses, commodity exchanges, and more.<\/p>\n<p><strong>Other reforms:<\/strong> There is a need to modernize the<strong> RTG Tea-Estate Model<\/strong> and revamp the <strong>Tea Auction Model.<\/strong><\/p>\n<p>It is now opportune to transform the <strong>Indian Tea Act of 1954,<\/strong> shifting its focus <strong>from regulation to a developmental and facilitative approach. <\/strong><\/p>\n<p>All the existing mandates, such as<strong> compulsory labour housing<\/strong> and the <strong>mandatory requirement <\/strong>of selling 50% of tea through auction houses, should be eliminated.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Source&#8211; The post is based on the article \u201cIndia\u2019s tea industry needs policy liberalization for rejuvenation\u201d published in the \u201cmint\u201d on 18th September 2023.
