It also discusses steps taken by the govt to increase formalization of labor force and suggests reforms to alleviate urban poverty.<\/p>\n<h2><strong>What is the current status of the labor market in India?<\/strong><\/h2>\n<p>According to the <strong>Periodic Labour Force Survey (2022-2023):<\/strong><\/p>\n<p><strong>Labour Force Participation Rate (LFPR)<\/strong> was estimated at <strong>42.4%<\/strong>: It was 60.8% in rural and 50.4% in urban areas.<\/p>\n<p><strong>Worker Population Ratio or WPR<\/strong> (defined as the number of employed per thousand people) in India was <strong>56%:<\/strong> It was 59.4% in rural and 47.7% in urban areas.<\/p>\n<p>The <strong>Unemployment Rate (UR)<\/strong> was <strong>3.2%<\/strong> for the whole country and 5.4% for urban areas.<\/p>\n<p>The <strong>Self-Employed Workforce<\/strong> (which provides us with information on the extent of <strong>informality<\/strong> within the labour market) was estimated at <strong>39.6%.<\/strong><\/p>\n<h2><strong>What are the features of the urban informal sector in India?<\/strong><\/h2>\n<p>The term \u201cinformal\u201d describes a wide range of employment situations, which include; <strong>Absence of social security benefits<\/strong>, working in <strong>small-scale enterprises<\/strong>, and <strong>job-insecurity<\/strong>. It also encompasses economic activities that are <strong>not officially registered<\/strong>.<\/p>\n<p><strong>The urban informal sector is linked to the<\/strong> <strong>persistence of urban poverty<\/strong>.<\/p>\n<p>At the same time, the urban informal sector is <strong>a key player in job creation<\/strong>, which can help in reducing the scope and intensity of poverty.<\/p>\n<h2><strong>What has the govt done to increase formalization in the labour market?<\/strong><\/h2>\n<p>The government has made numerous efforts to drive formalisation in the labour market. These include:<\/p>\n<p>1) <strong>Pradhan Mantri Rojgar Protsahan Yojana (PMRPY) scheme:<\/strong> Incentivised establishments registered with the Employees\u2019 Provident Fund Organisation (EPFO) to increase workers\u2019 employment base.<\/p>\n<p>2) <strong>E-shram portal:<\/strong> A <strong>national database of unorganised workers<\/strong> has been created to extend social security benefits to them and check their employability.<br \/>\nIt also includes migrant workers, construction workers and gig and platform workers.<\/p>\n<p>3) <strong>PM Street Vendor\u2019s AtmaNirbhar Nidhi (PM SVANidhi):<\/strong> Its core objective is to provide <strong>specialised micro-credit to street vendors<\/strong> through lending institutions to reignite their livelihoods.<\/p>\n<p>These schemes act as shields, protecting the vulnerable from the uncertainties that life and livelihoods can bring.<\/p>\n<h2><strong>What should be the way forward?<\/strong><\/h2>\n<p>We must recognize the <strong>transformative potential of the urban informal sector<\/strong> and harness its energy to create positive change.<\/p>\n<p><strong>Setting the groundwork<\/strong> for a future where <strong>cities are more fair and prosperous<\/strong> should be the way forward.<\/p>\n<p>A <strong>comprehensive approach<\/strong> incorporating a range of social welfare programs should be adopted.<\/p>\n<p><strong>Inclusive policy-making<\/strong> should be undertaken.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Source: This post has been created based on the article \u201cTackling urban poverty\u201d published in Business Standard on 19th October 2023.
