It\u202frefers to the dilution of the principle of non-partisanship and implies\u202fa politically committed bureaucracy.\u202f<\/span>\u00a0<\/span><\/p>\n

The bureaucracy\u202floses\u202fits\u202fpublic-orientation and becomes\u202fsubservient\u202fto one political party\/ideology.<\/span>\u00a0<\/span><\/p>\n

The Central government has requested all ministries to assign officials to present its accomplishments nationwide, reaching even the rural areas, under an initiative called the <\/span>Viksit Bharat Sankalp Yatra.<\/span><\/b>\u00a0<\/span><\/p>\n

The outreach is about the achievements of the last 9 years under the present ruling party.\u00a0<\/span>\u00a0<\/span><\/p>\n

Joint Secretaries, Directors, and Deputy Secretaries will be appointed\u202f<\/span>Rath Prabharis<\/span><\/b>\u202f(chariots in-charge) for the roadshow.\u00a0<\/span>\u00a0<\/span><\/p>\n

The government has been criticized by opposition parties for <\/span>politicizing the bureaucracy and the military.<\/span><\/b>\u00a0<\/span><\/p>\n

What can be the possible effects of politicization of bureaucracy?<\/h2>\n

1) <\/span>Separation of power:<\/span><\/b> Goes against the spirit of Indian Constitution\u2019s <\/span>separation of power<\/span><\/b> among the three arms of the state \u2014 <\/span>the executive, the judiciary and the legislature<\/span><\/b>.\u00a0<\/span>\u00a0<\/span><\/p>\n

2) <\/span>Non-partisanship of bureaucracy:<\/span><\/b> It also goes against the line of <\/span>separation between the bureaucracy and the military from the political executive<\/span><\/b>. These directives compel civil and military officials to assume <\/span>partisan positions<\/span><\/b>.\u00a0<\/span>\u00a0<\/span><\/p>\n

3) <\/span>Undermines Impartiality of Elections: <\/span><\/b>It can undermine the <\/span>election process in India, <\/span><\/b>which has <\/span>largely retained its credibility because of bureaucratic impartiality.\u00a0<\/span>\u00a0<\/span><\/p>\n

4) <\/span>Irreversible damage to institutions: <\/span><\/b>Disregarding norms in pursuit of electoral gains leading to <\/span>undermining of institutions <\/span><\/b>may lead to irreversible damage.\u00a0<\/span>\u00a0<\/span><\/p>\n

What should be done to avoid politicization of bureaucracy?<\/h2>\n

1) <\/span>Merit-based appointments and promotions<\/span><\/b> in bureaucracy.<\/span>\u00a0<\/span><\/p>\n

2) <\/span>Transparent transfer policies. <\/span><\/b>\u00a0<\/span><\/p>\n

3) <\/span>Legal and institutional measures<\/span><\/b> to s<\/span>trengthen the<\/span> autonomy and independence <\/span><\/b>of the bureaucracy. For instance, Whistleblower protection.<\/span>\u00a0<\/span><\/p>\n

4) <\/span>Code of Conduct: <\/span><\/b>Adherence to <\/span>Code of Conduct<\/span><\/b> by civil servants.<\/span>\u00a0<\/span><\/p>\n

5) <\/span>Moral education:<\/span><\/b> Strengthening ethics and values<\/span><\/b> through<\/span> training.<\/span><\/b>\u00a0<\/span><\/p>\n

6) <\/span>Code of Ethics: <\/span><\/b>Enforcing a<\/span> Code of Ethics<\/span><\/b> for both the civil servants and the political executive.<\/span>\u00a0<\/span><\/p>\n

7) <\/span>Strengthening civil society:<\/span><\/b> Civil society organizations can play a crucial role in holding bureaucrats and politicians accountable.<\/span>\u00a0<\/span><\/p>\n
