However, as this labor is absorbed, wages may rise, and the economy&#8217;s productive capacity increases.<\/span><\/td>\n<\/tr>\n<tr>\n<td><b>Transformation of the Economy<\/b><\/td>\n<td><span style=\"font-weight: 400;\">Over time, as the industrial sector grows and labor moves away from agriculture, the economy transforms from primarily agrarian to more industrialized and modern.<\/span><\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<h2><b>Why did the Lewis Model work in China and not in India?<\/b><\/h2>\n<p><b>China\u2019s success with the Lewis Model: <\/b><span style=\"font-weight: 400;\">China succeeded with the Lewis Model by absorbing a significant surplus of rural labor into its industrial sector, becoming a global manufacturing hub.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u2013 This successful implementation turned China into the &#8220;world&#8217;s factory&#8221; due to its ability to use surplus labor for industrial growth.<\/span><\/p>\n<p><b>India faced challenges in implementing Lewis Model:<\/b><span style=\"font-weight: 400;\"> In India, agricultural workforce declined from about two-thirds to nearly half between 1993-94 and 2011-12.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">But the expected rise in manufacturing employment didn\u2019t occur significantly during the same period.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In fact, manufacturing&#8217;s share increased marginally and the recent years have seen a decline.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Hence, the virtuous structural transformation i.e from farm-to-factory proposed by Lewis hasn\u2019t happened in India.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Instead, the movement of labour has been largely happening within the \u201csubsistence\u201d sectors (low-paid services and construction).<\/span><\/p>\n<h2><b>What is Niti Aayog\u2019s approach on this?<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">NITI Aayog is developing a new economic model focusing on job creation in and around agriculture.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">They aim to create employment opportunities by expanding activities related to agriculture such as aggregation, grading, processing, packaging, warehousing, transportation, and retailing.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">There is also a focus on biofuel production from crop stubble and residue, which could generate more jobs.\u00a0<\/span><\/p>\n<p><strong>UPSC Syllabus<\/strong>: Economy<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Source: The post is based on the article \u201cWhy the Lewis Model on labour and industrialisation has worked in China, not in India\u201d published in \u201cIndian Express\u201d on 31st October 2023 Why in the News?
