It also analyses India\u2019s policy stance on AI.<\/p>\n<p>Recently, 28 major countries met at Bletchley Park in the UK for the <strong>world\u2019s first ever Artificial Intelligence (AI) Safety Summit and<\/strong> agreed to collaborate <strong>to minimize risks from \u2018Frontier AI\u2019.<\/strong><\/p>\n<p>These 28 countries included the United States, China, Japan, the United Kingdom, France, and India, and the European Union.<\/p>\n<p>Read in detail about the<strong> Bletchley Park Declaration <\/strong><a href=\"https:\/\/forumias.com\/blog\/bletchley-declaration\/\">here<\/a>.<\/p>\n<h2><strong>What is Frontier AI?<\/strong><\/h2>\n<p>\u201cFrontier AI\u201d is defined as highly capable foundation generative AI models that could possess dangerous capabilities that can pose severe risks to public safety.<\/p>\n<p>For example, <strong>Biometric Authentication, Automation, etc.<\/strong><\/p>\n<h2><strong>What are the challenges posed due to Frontier AI?<\/strong><\/h2>\n<p>Frontier AI models pose a distinct regulatory challenge:<\/p>\n<p>1) <strong>Inability to Predict Outcomes:<\/strong> Dangerous capabilities can arise <strong>unexpectedly<\/strong>. According to various tech industry leaders, AI labs are in an uncontrolled race to develop systems that no one can fully control.<\/p>\n<p>2) <strong>Misuse: <\/strong>It is difficult to robustly prevent a deployed model from <strong>being misused<\/strong>.<\/p>\n<p>3) <strong>Proliferation: <\/strong>It is difficult to stop a model\u2019s capabilities from <strong>proliferating<\/strong> broadly.<\/p>\n<p>4) There are also concerns regarding: <strong>privacy<\/strong>, <strong>system bias<\/strong>, and <strong>violation of intellectual property rights<\/strong>.<\/p>\n<p>For more information of the <strong>impact of AI on IPR<\/strong>, <a href=\"https:\/\/forumias.com\/blog\/on-the-impact-of-artificial-intelligence-on-ipr-ai-and-the-issue-of-human-centricity-in-copyright-law\/\">read this<\/a>.<\/p>\n<h2><strong>What are the approaches on AI taken by different countries?<\/strong><\/h2>\n<p>The policy response has varied across countries. For instance:<\/p>\n<p>1) <strong>EU:<\/strong> The EU has taken a <strong>tough approach<\/strong>, proposing to bring in a <strong>new AI Act<\/strong> that classifies artificial intelligence according to use-case scenarios, based broadly on the degree of invasiveness and risk.<\/p>\n<p>2) <strong>UK:<\/strong> The UK is at the other end of the spectrum, with a <strong>\u201clight-touch\u201d approach<\/strong> that aims to foster, and not stop innovation in this field.<\/p>\n<p>3) <strong>USA:<\/strong> The US approach is seen to be somewhere in between. It is planning on defining an AI regulation rulebook ultimately becoming an <strong>AI \u2018Bill of Rights\u2019<\/strong>.<br \/>\nFor instance, a new rule seeks to codify the use of watermarks that alert consumers to a product enabled by AI, which could potentially limit the threat posed by <strong>deepfakes<\/strong>.<\/p>\n<h2><strong>What is India\u2019s stance on AI and AI regulation?<\/strong><\/h2>\n<p>As per the Union Minister of State for IT, India\u2019s stance on AI includes the following:<\/p>\n<p>1) India looks at AI and technology, in general, through the prism of <strong>openness, safety, trust and accountability<\/strong>. AI represents a big opportunity.<\/p>\n<p>2) India believes that steps should be taken to ensure <strong>AI safety and trust.<\/strong> For instance, the Hon\u2019ble Prime Minister had called for a <strong>global framework on the expansion of \u201cethical\u201d AI tools<\/strong>.<\/p>\n<p>3) India also maintains that steps should be taken to mitigate the downsides of AI or any emerging technology. India\u2019s position is of <strong>actively formulating regulations <\/strong>based on a \u201crisk-based, user-harm\u201d approach.<\/p>\n<p>4) As per Telecom <strong>Regulatory Authority of India (TRAI)<\/strong>, the Centre should set up a <strong>domestic statutory authority to regulate AI in India<\/strong>.<\/p>\n<p>5) The <strong>NITI Aayog<\/strong> has also published papers on <strong>Responsible AI for All.<\/strong><\/p>\n<p>However, the government is not considering bringing a law or regulating the growth of artificial intelligence in the country, according to the Union Minister of IT.<\/p>\n<p><strong>Terminology used:<\/strong><\/p>\n<p><strong>Red teaming: <\/strong>In cybersecurity, \u201cred teaming\u201d refers to the practice of emulating real-world adversaries and their tools, tactics, and procedures to identify risks, uncover blind spots, validate assumptions, and improve the overall security posture of systems.<\/p>\n<p><strong>Question for practice:<\/strong><\/p>\n<p>What is \u2018Frontier AI\u2019?
