solid;\">\n<tbody>\n<tr>\n<td><b>Specifications<\/b><\/td>\n<td><b>Details<\/b><\/td>\n<\/tr>\n<tr>\n<td><b>Active Master Plan<\/b><\/td>\n<td><span style=\"font-weight: 400;\">39% of India\u2019s capital cities lack an active master plan.\u00a0<\/span><\/td>\n<\/tr>\n<tr>\n<td><b>Sectoral Plans<\/b><\/td>\n<td><span style=\"font-weight: 400;\">Only nine cities have prepared sectoral plans for key aspects such as sanitation, comprehensive mobility, and sustainability.<\/span><\/td>\n<\/tr>\n<tr>\n<td><b>Urban Legislations<\/b><\/td>\n<td><span style=\"font-weight: 400;\">Eastern states, comprising Bihar, Chhattisgarh, Jharkhand, Odisha and West Bengal have relatively better urban legislations followed by southern states.<\/span><\/td>\n<\/tr>\n<tr>\n<td><b>Limited control over finances<\/b><\/td>\n<td><span style=\"font-weight: 400;\">(1) Majority of local governments are financially dependent on their State governments.<br \/>\n<\/span><span style=\"font-weight: 400;\">(2) Only Assam empowers its city governments to collect all key taxes.<br \/>\n<\/span><span style=\"font-weight: 400;\">(3) Except five States \u2014 Bihar, Jharkhand, Odisha, Meghalaya, and Rajasthan \u2014 all the others have to get approval from the State before borrowing money.<\/span><\/td>\n<\/tr>\n<tr>\n<td><b>Power Asymmetry across city categories<\/b><\/td>\n<td><span style=\"font-weight: 400;\">Mayors in megacities are not directly elected and do not have a five-year tenure, whereas mayors in smaller cities are directly elected but have limited authority over city finances<\/span><\/td>\n<\/tr>\n<tr>\n<td><b>Limited Authority in Staff appointments<\/b><\/td>\n<td><span style=\"font-weight: 400;\">Mayors and city councils have limited authority in appointing and promoting staff, including senior management teams, leading to challenges in accountability and efficient administration.<\/span><\/td>\n<\/tr>\n<tr>\n<td><b>Transparency issues\u00a0<\/b><\/td>\n<td><span style=\"font-weight: 400;\">Only 11 of the 35 States\/Union Territories have enacted the Public Disclosure Law that mandates publishing of key civic data<\/span><\/td>\n<\/tr>\n<tr>\n<td><b>Staff Shortage<\/b><\/td>\n<td><span style=\"font-weight: 400;\">(1) 35% of posts in India\u2019s municipal corporations are vacant.<br \/>\n<\/span><span style=\"font-weight: 400;\">(2) The vacancy progressively worsens with 41% posts being vacant among municipalities and 58% being vacant in town
