{"id":268596,"date":"2023-11-09T19:54:12","date_gmt":"2023-11-09T14:24:12","guid":{"rendered":"https:\/\/forumias.com\/blog\/?p=268596"},"modified":"2023-11-09T19:54:12","modified_gmt":"2023-11-09T14:24:12","slug":"energy-conservation-building-code-2017-why-the-iea-called-it-a-notable-exception-among-developing-countries","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/energy-conservation-building-code-2017-why-the-iea-called-it-a-notable-exception-among-developing-countries\/","title":{"rendered":"Energy Conservation Building Code, 2017: Why the IEA called it a \u2018notable exception\u2019 among developing countries"},"content":{"rendered":"<p><b>Source: <\/b><span style=\"font-weight: 400;\">The post is based on the article <\/span><b>\u201c<\/b><b>Energy Conservation Building Code, 2017: Why the IEA called it a \u2018notable exception\u2019 among developing countries<\/b><b>\u201d <\/b><span style=\"font-weight: 400;\">published in<\/span><b> \u201cIndian Express\u201d on 9th November 2023<\/b><\/p>\n<h2><strong>Why in the News?<\/strong><\/h2>\n<p><span style=\"font-weight: 400;\">The International Energy Agency(IEA) has released the World Energy Outlook report 2023.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The report has said that India\u2019s Energy Conservation Building Code (ECBC) is better than those in many other developing countries due to its strong emphasis on energy efficiency.<\/span><\/p>\n<h2><strong>What is the Energy Conservation Building Code (ECBC)?<\/strong><\/h2>\n<table>\n<tbody>\n<tr>\n<td><b>Specifications<\/b><\/td>\n<td><b>Details<\/b><\/td>\n<\/tr>\n<tr>\n<td><b>Released by<\/b><\/td>\n<td><span style=\"font-weight: 400;\">Bureau of Energy Efficiency (BEE)<\/span><\/td>\n<\/tr>\n<tr>\n<td><b>First released in<\/b><\/td>\n<td><span style=\"font-weight: 400;\">2007 and then updated in 2017<\/span><\/td>\n<\/tr>\n<tr>\n<td><b>Purpose<\/b><\/td>\n<td><span style=\"font-weight: 400;\">It sets minimum energy standards for commercial buildings, with the objective of enabling energy savings of between 25 and 50% in compliant buildings.\u00a0<\/span><\/td>\n<\/tr>\n<tr>\n<td><b>Code applicable to<\/b><\/td>\n<td><span style=\"font-weight: 400;\">Commercial buildings like hospitals, hotels, schools, shopping complexes and multiplexes which have a connected load of 100 kW or more, or contract demand of 120 kVA or more.<br \/>\n<\/span><b>Note:<\/b><span style=\"font-weight: 400;\"> The code is for both new buildings and retrofitting existing buildings.\u00a0<\/span><\/td>\n<\/tr>\n<tr>\n<td><b>Assessment Parameters<\/b><\/td>\n<td><span style=\"font-weight: 400;\">The code primarily looks at parameters like building design including envelope (walls, roofs, windows), lighting systems, renewable energy integration among others.<\/span><\/td>\n<\/tr>\n<tr>\n<td><b>Tagging of buildings<\/b><\/td>\n<td><span style=\"font-weight: 400;\">Compliant buildings are assigned one of three tags in ascending order of efficiency, namely ECBC, ECBC Plus and Super ECBC.<\/span><\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<h2><strong>How many states have implemented the Energy Conservation Building Code (ECBC)?<\/strong><\/h2>\n<p><span style=\"font-weight: 400;\">(1) 23 out of 28 states have notified ECBC rules. But only 15 states have notified rules based on the latest ECBC,2017.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">(2) Five states \u2014 Gujarat, Maharashtra, J&amp;K, Ladakh, and Manipur \u2014 are yet to notify ECBC rules.<\/span><\/p>\n<h2><strong>How have the States performed in energy efficiency in buildings?<\/strong><\/h2>\n<p><span style=\"font-weight: 400;\">(1) BEE has published the State Energy Efficiency Index (SEEI) in 2022. It rated states on various parameters of energy efficiency.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">(2) As per the index, Karnataka was the top state in energy efficiency in buildings. It was followed by Telangana, Haryana, Andhra Pradesh, and Punjab.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">(3) Bihar, Odisha, West Bengal, Tamil Nadu, and Jharkhand were the five worst rated states for energy efficiency in buildings.<\/span><\/p>\n<h2><strong>What does the Energy Conservation (Amendment) Act, 2022 provide for?<\/strong><\/h2>\n<p><span style=\"font-weight: 400;\">(1) The Energy Conservation (Amendment) Act, 2022 provides for the transitioning of ECBC into Energy Conservation and Sustainability Building Code.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">(2) It incorporates measures relating to reducing carbon footprint, achieving zero emissions, using materials efficiently, promoting clean energy and adopting circular practices.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">(3) Additionally, it makes ECO Niwas Samhita, the residential building energy code, mandatory.
