It also allows prospective parents to track applications and set out times for domestic and inter-country adoptions.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">2) <\/span><b>2022: <\/b><span style=\"font-weight: 400;\">Authorized local District Magistrates (DMs) to issue adoption orders in order to ensure speedy disposal of cases and enhance accountability. The DMs would also be charged with inspecting the functioning of local childcare institutions, child welfare committees, juvenile justice boards, etc.<\/span><\/td>\n<\/tr>\n<tr>\n<td><b>Challenges faced by CARA<\/b><\/td>\n<td><span style=\"font-weight: 400;\">1) <\/span><b>Long adoption process<\/b><span style=\"font-weight: 400;\">: Nearly 30,000 prospective parents in India face an average wait time of 3 years to adopt a child.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">2) <\/span><b>Declining adoption rates:<\/b><span style=\"font-weight: 400;\"> Despite legal and procedural changes, adoption figures have decreased from 6,000 in 2010 to 3,500 in 2021<\/span><b>.<\/b><\/p>\n<p><b>3) Shortage of licensed agencies:\u00a0 <\/b><span style=\"font-weight: 400;\">A child can be registered on CARA only through a licensed agency, but children find themselves in a loop of transfers and delays due to missing localized adoption channels.\u00a0<\/span><\/p>\n<p><b>4) Lack of awareness among District Magistrates<\/b><span style=\"font-weight: 400;\">: Many District Magistrates were unaware of revised changes, potentially prolonging adoption timelines as cases transfer from courts to them<\/span><b>.<\/b><\/p>\n<p><b>5) Parent-focused process:<\/b><span style=\"font-weight: 400;\"> The CARA process often prioritizes adopting parents&#8217; needs, potentially sidelining the best interests of the child.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">6) <\/span><b>CARA faced criticism<\/b><span style=\"font-weight: 400;\"> during the recent same-sex marriage verdict for restricting queer and unmarried couples from adoptin<\/span><span style=\"font-weight: 400;\">g<\/span><span style=\"font-weight: 400;\">.<\/span><\/td>\n<\/tr>\n<tr>\n<td><b>Proposed measures<\/b><\/td>\n<td><span style=\"font-weight: 400;\">CARA should be governed by a \u201cchild-centric, optional, enabling and gender-just\u201d special adoption law.<\/span><\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p><strong>UPSC Syllabus:<\/strong> Statutory Bodies\/Social Issues<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Source: The post is based on the article \u201cCentral Adoption Resource Authority (CARA): India\u2019s adoption regulation body\u201d published in \u201cThe Hindu\u201d on 16th November 2023 Why in the News?
