It will have representatives from both Kargil and Leh divisions.<\/span><\/p>\n<p><b>Terms of Reference of the committee:<\/b><\/p>\n<p><span style=\"font-weight: 400;\">1) To discuss measures to protect the region\u2019s unique culture and language, taking into consideration its geographical location and strategic importance.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">2) To ensure protection of land and employment for people of Ladakh.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">3) To discuss measures related to the empowerment of the Ladakh Autonomous Hill District Councils of Leh and Kargil.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">4) To examine constitutional safeguards that could be provided to ensure the measures and protection detailed above.<\/span><\/p>\n<h2>What is the Sixth Schedule of the Constitution?<\/h2>\n<table style=\"height: 690px; width: 100%;\">\n<tbody>\n<tr style=\"height: 30px;\">\n<td style=\"height: 30px;\"><b>Specifications<\/b><\/td>\n<td style=\"height: 30px;\"><b>Details<\/b><\/td>\n<\/tr>\n<tr style=\"height: 60px;\">\n<td style=\"height: 60px;\"><b>Constitutional Provision<\/b><\/td>\n<td style=\"height: 60px;\"><span style=\"font-weight: 400;\">Article 244<\/span><\/td>\n<\/tr>\n<tr style=\"height: 30px;\">\n<td style=\"height: 30px;\"><b>Applies to\u00a0<\/b><\/td>\n<td style=\"height: 30px;\"><span style=\"font-weight: 400;\">Assam, Meghalaya, Tripura and Mizoram.<\/span><\/td>\n<\/tr>\n<tr style=\"height: 90px;\">\n<td style=\"height: 90px;\"><b>Purpose<\/b><\/td>\n<td style=\"height: 90px;\"><span style=\"font-weight: 400;\">1) It \u200b\u200b<\/span><span style=\"font-weight: 400;\">provides for the formation of autonomous administrative divisions called Autonomous District Councils (ADCs) that have some legislative, judicial and administrative autonomy within a state.<\/span><\/td>\n<\/tr>\n<tr style=\"height: 180px;\">\n<td style=\"height: 180px;\"><b>Composition of ADCs<\/b><\/td>\n<td style=\"height: 180px;\"><span style=\"font-weight: 400;\">1) ADCs have up to 30 members with a term of five years. Of these, <\/span><span style=\"font-weight: 400;\">four are nominated by the governor and the remaining 26 are elected on the basis of adult franchise.<br \/>\n<\/span><span style=\"font-weight: 400;\">2) The Bodoland Territorial Council in Assam is an exception, with more than 40 members.<br \/>\n<\/span><span style=\"font-weight: 400;\">3) <\/span><span style=\"font-weight: 400;\">Each autonomous region also has a separate <\/span><span style=\"font-weight: 400;\">regional council<\/span><span style=\"font-weight: 400;\">.<\/span><\/td>\n<\/tr>\n<tr style=\"height: 300px;\">\n<td style=\"height: 300px;\"><b>Powers of ADCs<\/b><\/td>\n<td style=\"height: 300px;\"><span style=\"font-weight: 400;\">1) <\/span><b>C<\/b><b>ivil and judicial powers<\/b><span style=\"font-weight: 400;\">: They can constitute village courts within their jurisdiction to hear trials of cases involving the tribes.
