{"id":272246,"date":"2023-12-04T20:09:55","date_gmt":"2023-12-04T14:39:55","guid":{"rendered":"https:\/\/forumias.com\/blog\/?p=272246"},"modified":"2023-12-04T20:09:55","modified_gmt":"2023-12-04T14:39:55","slug":"paris-club-group-of-creditors","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/paris-club-group-of-creditors\/","title":{"rendered":"Paris Club Group of Creditors"},"content":{"rendered":"<p><strong>Source-<\/strong> This post is based on the article &#8220;<strong>Sri Lanka reaches agreement with India, Paris Club on debt treatment<\/strong>&#8221; published in &#8220;<strong>The Hindu<\/strong> &#8221; on 29th November 2023.<\/p>\n<h2>Why in the News?<\/h2>\n<p>Recently, Sri Lanka has reached a preliminary debt restructuring deal with India and the Paris Club group of creditors, paving the way for it to revive a stalled International Monetary Fund (IMF) loan programme.<\/p>\n<h2>What is the Sri Lanka debt scenario?<\/h2>\n<p>1) Sri Lanka in May 2022 became the <strong>first country in the Asia-Pacific to default on its debts in two decades<\/strong> , the result of domestic economic mismanagement and a surge in global inflation following the coronavirus pandemic.<\/p>\n<p>2) Sri Lanka has <strong>foreign debts of about $40bn. <\/strong>China, Japan and India are amongst the largest creditors.<\/p>\n<p>3) The IMF has cleared a $3-billion-<strong><a href=\"https:\/\/forumias.com\/blog\/imf-announces-3-b-credit-facility-to-revive-lankas-economy\/\" target=\"_blank\" rel=\"noopener\">Extended Fund Facility<\/a> (EFF)<\/strong> in March 2023 for Sri Lanka but this loan facility has been stalled due to some disagreement between the creditors.<\/p>\n<p>4) <strong>Major lenders, excluding China, formed the Official Creditor Committee (OCC)<\/strong> in May 2023 in response to Colombo\u2019s request for debt treatment. It is <strong>co-chaired by India, Japan, and France (as chair of the Paris Club)<\/strong><\/p>\n<h2>What is the Paris Club?<\/h2>\n<table style=\"width: 100%; border-collapse: collapse; border-style: solid;\">\n<tbody>\n<tr>\n<td style=\"width: 27.5757%;\"><strong>What is it?<\/strong><\/td>\n<td style=\"width: 72.4243%;\">1) An informal group of creditor countries whose role is to find coordinated and sustainable solutions to the payment difficulties experienced by debtor countries.<br \/>\n2) It was created gradually from 1956, when the first negotiation between Argentina and its public creditors took place in Paris.<\/td>\n<\/tr>\n<tr>\n<td style=\"width: 27.5757%;\"><strong>Member Countries<\/strong><\/td>\n<td style=\"width: 72.4243%;\">1) Currently has 22 permanent members: Australia, Austria, Belgium, Canada, Denmark, Finland, France, Germany, Ireland, Israel, Japan, Netherlands, Norway, Russia, South Korea, Spain, Sweden, Switzerland, the United Kingdom and the United States.<br \/>\n2) All are members of the Organisation for Economic Co-operation and Development (OECD).<br \/>\n3) <strong>India is not a member of this club.<\/strong><\/td>\n<\/tr>\n<tr>\n<td style=\"width: 27.5757%;\"><strong>Key features<\/strong><\/td>\n<td style=\"width: 72.4243%;\">1) It operates on the <strong>principles of consensus and solidarity<\/strong>.
