{"id":273785,"date":"2023-12-14T19:11:08","date_gmt":"2023-12-14T13:41:08","guid":{"rendered":"https:\/\/forumias.com\/blog\/?p=273785"},"modified":"2023-12-14T19:11:08","modified_gmt":"2023-12-14T13:41:08","slug":"lok-sabha-rules-for-visitors-entry","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/lok-sabha-rules-for-visitors-entry\/","title":{"rendered":"Lok Sabha Rules for Visitors&#8217; Entry"},"content":{"rendered":"<p><b>Source: <\/b><span style=\"font-weight: 400;\">The post is based on the article <\/span><b>\u201c<\/b><b>What helped two men dodge layers of security inside Parliament House<\/b><b>\u201d<\/b><span style=\"font-weight: 400;\"> published in<\/span><b> \u201cIndian Express\u201d on 14th December 2023<\/b><\/p>\n<h2>Why in the News?<\/h2>\n<p><span style=\"font-weight: 400;\">Recently, two persons visiting the Parliament jumped into the Lok Sabha chamber from the visitor\u2019s gallery and opened canisters that emitted yellow smoke.<\/span><\/p>\n<h2>What does the Lok Sabha Rules say on the entry of visitors in Lok Sabha?<\/h2>\n<p><span style=\"font-weight: 400;\">Visitors admission, withdrawal and removal is governed by Rule 386 and 387 of the Rules of Procedure and Conduct of Business in the Lok Sabha.<\/span><\/p>\n<p>1) <b>Rule 386:<\/b> <span style=\"font-weight: 400;\">It states that the admission of strangers during the sittings of the House to those portions of the House which are not reserved for the exclusive use of members shall be regulated in accordance with orders made by the Speaker.<\/span><\/p>\n<p>2) <b>Rule 387: <\/b><span style=\"font-weight: 400;\">It gives the Speaker the power to withdraw \u201cstrangers\u201d from any part of the House if he\/she deems it fit.<\/span><\/p>\n<h2>What is the process of entry of strangers in Lok Sabha?<\/h2>\n<p><span style=\"font-weight: 400;\">1) Visitors such as academics, students, and members of the general public are frequently admitted in the Parliament. They <strong>ask MPs for passes<\/strong> so they can observe how laws are made.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">2) MPs requesting visitor passes must give a <strong>declaration that they know the guest personally<\/strong> and take full responsibility for him or her.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">3)\u00a0<\/span><span style=\"font-weight: 400;\">Visitor cards are typically issued for a <strong>particular day and fixed hours<\/strong>. In special cases, two cards may be issued.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">4) The visitor is also mandated to<strong> carry a photo identification<\/strong>.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">4) Lok Sabha has <strong>2 types of galleries<\/strong>&#8211; public and Speaker&#8217;s. Members can facilitate entry for four in the public and two in the Speaker&#8217;s gallery.
