Why in the News?<\/h2>\n

Recently, two persons visiting the Parliament jumped into the Lok Sabha chamber from the visitor\u2019s gallery and opened canisters that emitted yellow smoke.<\/span><\/p>\n

What does the Lok Sabha Rules say on the entry of visitors in Lok Sabha?<\/h2>\n

Visitors admission, withdrawal and removal is governed by Rule 386 and 387 of the Rules of Procedure and Conduct of Business in the Lok Sabha.<\/span><\/p>\n

1) Rule 386:<\/b> It states that the admission of strangers during the sittings of the House to those portions of the House which are not reserved for the exclusive use of members shall be regulated in accordance with orders made by the Speaker.<\/span><\/p>\n

2) Rule 387: <\/b>It gives the Speaker the power to withdraw \u201cstrangers\u201d from any part of the House if he\/she deems it fit.<\/span><\/p>\n

What is the process of entry of strangers in Lok Sabha?<\/h2>\n

1) Visitors such as academics, students, and members of the general public are frequently admitted in the Parliament. They ask MPs for passes<\/strong> so they can observe how laws are made.<\/span><\/p>\n

2) MPs requesting visitor passes must give a declaration that they know the guest personally<\/strong> and take full responsibility for him or her.<\/span><\/p>\n

3)\u00a0<\/span>Visitor cards are typically issued for a particular day and fixed hours<\/strong>. In special cases, two cards may be issued.<\/span><\/p>\n

4) The visitor is also mandated to carry a photo identification<\/strong>.<\/span><\/p>\n

4) Lok Sabha has 2 types of galleries<\/strong>– public and Speaker’s. Members can facilitate entry for four in the public and two in the Speaker’s gallery. The Speaker’s gallery entries need Speaker’s approval.<\/span><\/p>\n

5) Members are accountable<\/strong> for any incidents related to the cardholders and are advised to be cautious while recommending visitors.<\/span><\/p>\n

6) Similar rules are in force for visitor entry into the\u00a0Rajya Sabha.<\/p>\n
