Narayanan, former National Security Advisor has discussed the outcome and implication of the 2+2 summit.<\/li>\n<\/ol>\n<p><strong>Important Analysis<\/strong>:<\/p>\n<ol start=\"2\">\n<li>Defence and Foreign Minister of India and U.S concluded 2+2 summit on 6<sup>th<\/sup> Sept, 2018.<\/li>\n<li>In author\u2019s views, U.S has been the main beneficiary with this dialogue because US opted for India to balance China\u2019s growing influence.<\/li>\n<li><u>Benefit to India:<\/u><\/li>\n<\/ol>\n<ul>\n<li><strong>Communications, Compatibility and Security Agreement (COMCASA)<\/strong><strong> &#8211;<\/strong> Facilitate India\u2019s access to advance defense system of U.S and Allow Army of both countries to enhance interoperability.<\/li>\n<li>Under COMCASA India hopes to secure <strong>state-of-art items<\/strong> such as Weaponized Sea Guardian Drone and Armed Predator-B<\/li>\n<li>U.S also offering to <strong>transfer specialized equipment for encrypted communication <\/strong>for U.S. origin platforms like C-17, C-130 and P-8I aircraft.<\/li>\n<\/ul>\n<p><u>5. Negative implication of 2+2 dialogue on India:<\/u><\/p>\n<ul>\n<li>India\u2019s obligation to share operational intelligence in real time.<\/li>\n<li>India may come under further pressure on signing the fourth foundational security agreement which is <strong>Basic Exchange and Co-operation Agreement for Geo-Spatial Co-Operation (BECA), <\/strong>after already signing the other 3 security agreements.<\/li>\n<\/ul>\n<p><u>6. Expected outcomes in the future:<\/u><\/p>\n<ul>\n<li>U. S\u2019s defense innovation Organization Unit and India\u2019s Defense Innovation Organization intend to progress on <strong>joint projects for production and development of Defense technology.<\/strong><\/li>\n<\/ul>\n<p><u>7. Grey areas for India:<\/u><\/p>\n<ul>\n<li>U.S has designated India as a strategic partner but has not yet cleared if there would be any relief on sanctions imposed by it on trading with Russia and Iran.<\/li>\n<li>Any new defense purchase from Russia will attract Countering America&#8217;s Adversaries Through Sanctions Act (CAATSA).<\/li>\n<li>India is interpreting the purchase of S-400 missile defense system from Russia will not attract CAATSA.<\/li>\n<\/ul>\n<p><u>8. Why tilting towards U.S is Danger<\/u><\/p>\n<ul>\n<li>China emerging as a second biggest world power.<\/li>\n<li>Re-emergence of Russia.<\/li>\n<li>U.S \u201cstrategic retreat\u201d in Asia, such as failure of \u2018<em>Pivot to Asia\u2019<\/em> and Trump\u2019s \u2018America First Policy\u2019 signalling losing of US\u2019s interest in Asia.<\/li>\n<li>U.S.\u2019s ineffectiveness to check China\u2019s ambition in Indo-Pacific region.<\/li>\n<li>U.S.\u2019s inability to check China\u2019s action in South-China Sea dispute.<\/li>\n<\/ul>\n<p>9 .<u>India\u2019s core interest in 2+2 dialogue:<\/u><\/p>\n<ul>\n<li>To develop strategic integrity to contain Chinese aggression through force.<\/li>\n<li>To deal with nuclear threat posed by Pakistan.<\/li>\n<\/ul>\n","protected":false},"excerpt":{"rendered":"<p>2+2 is less than the sum of its parts?
