However, various Ministries have been consistently delaying this process. For example, despite the <\/span>National Food Security Act (NFSA) <span style=\"font-weight: 400;\">being in force for ten years, rule-making processes in Delhi, Rajasthan, and Uttarakhand are pending.<\/span><\/p>\n<p>2) <span style=\"font-weight: 400;\">The delay in framing rules defeats the purpose of Acts as they cannot be implemented without these rules.<\/span><\/p>\n<h2>What is Subordinate Legislation?<\/h2>\n<p><a href=\"https:\/\/forumias.com\/blog\/subordinate-legislation\/\"><b>Click Here to read<\/b><\/a><\/p>\n<h2>What is the Committee on Subordinate Legislation of Rajya Sabha?<b><\/b><\/h2>\n<p><span style=\"font-weight: 400;\">1) Rajya Sabha Committee on Subordinate Legislation was first constituted in 1964.<\/span><b><\/b><\/p>\n<p><span style=\"font-weight: 400;\">2) <\/span><b>Mandate:<\/b><span style=\"font-weight: 400;\"> To scrutinize and report to the Rajya Sabha whether the delegated powers to make Rules, Regulations, Bye-laws, Schemes and other statutory instruments, given to the Executive by the Parliament is being properly exercised.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">3) <\/span><b>Composition:<\/b><span style=\"font-weight: 400;\"> The Committee consists of fifteen members. The Chairman is nominated by the Chairman of Rajya Sabha.<\/span><b><\/b><\/p>\n<p><span style=\"font-weight: 400;\">4) <\/span><b>Term<\/b><span style=\"font-weight: 400;\">: The Committee holds office until a new Committee is nominated.
