Why in the News?<\/h2>\n

The Subordinate Legislation Committee of Rajya Sabha has pulled up the Union Government for the delay in framing of rules\/ regulations for the Acts passed by Parliament.<\/span><\/p>\n

What are the Key Findings of the Committee?<\/h2>\n

1) The Executive’s duty is to frame rules within six months of passing an Act. However, various Ministries have been consistently delaying this process. For example, despite the <\/span>National Food Security Act (NFSA) being in force for ten years, rule-making processes in Delhi, Rajasthan, and Uttarakhand are pending.<\/span><\/p>\n

2) The delay in framing rules defeats the purpose of Acts as they cannot be implemented without these rules.<\/span><\/p>\n

What is the Committee on Subordinate Legislation of Rajya Sabha?<\/b><\/h2>\n

1) Rajya Sabha Committee on Subordinate Legislation was first constituted in 1964.<\/span><\/b><\/p>\n

2) <\/span>Mandate:<\/b> To scrutinize and report to the Rajya Sabha whether the delegated powers to make Rules, Regulations, Bye-laws, Schemes and other statutory instruments, given to the Executive by the Parliament is being properly exercised.<\/span><\/p>\n

3) <\/span>Composition:<\/b> The Committee consists of fifteen members. The Chairman is nominated by the Chairman of Rajya Sabha.<\/span><\/b><\/p>\n

4) <\/span>Term<\/b>: The Committee holds office until a new Committee is nominated. Normally, the Committee is reconstituted every year.<\/span><\/p>\n
