Why in the News?<\/h2>\n

The Ministry of Health and Family Welfare has notified revised rules under Schedule M of the Drugs and Cosmetics Rules, 1945.<\/strong>\u00a0This was done to ensure the production of high-quality drugs meeting international standards.<\/p>\n

What are the updated rules notified by the Ministry?<\/h2>\n\n\n\n\n\n\n
Five new categories of drugs<\/strong><\/td>\nPharmaceutical products containing hazardous substances such as:
\n1. Sex hormones
\n2. Steroids (anabolic and androgenic)
\n3. Cytotoxic substances (used to destroy cancer cells)
\n4. Biological products
\n5. Radiopharmaceuticals (used in nuclear medicine for diagnostic and therapeutic purposes)<\/td>\n<\/tr>\n
Additional sections under Schedule M<\/strong><\/td>\n1. Introduction of a pharmaceutical quality system (PQS)
\n2. Quality risk management (QRM)
\n3. Product quality review (PQR)
\n4. Qualification and validation of equipment
\n5. Computerized storage system for all drug products<\/td>\n<\/tr>\n
Other revised guidelines<\/strong><\/td>\n1. The manufacturer is obligated<\/strong> to take responsibility for the quality of pharmaceutical products, ensuring their suitability for use.
\n2. They also need to comply with license requirements<\/strong> and prevent any risks to patients arising from inadequate safety, quality, or efficacy.
\n3. Companies are required to market a finished product only upon obtaining ‘satisfactory results’<\/strong>\u00a0from ingredient tests.
\n4. They must also retain sufficient samples<\/strong> of intermediate and final products for potential retesting or batch verification.<\/td>\n<\/tr>\n
Implementation<\/strong><\/td>\nThe updated rules apply to companies based on their turnovers
\n1. Small and medium manufacturers (annual turnover < Rs. 250 crore<\/strong>) must comply within 12 months of publication.
\n2. Large manufacturers (annual turnover > Rs. 250 crore<\/strong>) have a six-month deadline.<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n

What is Schedule M of the Drugs and Cosmetics Rules, 1945?<\/h2>\n

1) Schedule M of the Drugs and Cosmetics Rules, 1945, pertains to the Good Manufacturing Practices (GMP)<\/a><\/strong> for the manufacture of drugs.<\/p>\n

2) The revised Schedule M has 13 parts.<\/strong><\/p>\n

3) Schedule M originated from the recommendations of the Hathi Committee<\/strong> in 1975, which proposed making Good Manufacturing Practices (GMP) mandatory<\/strong> for all drug manufacturers.<\/p>\n
