What is the methodology used?<\/strong><\/span><\/h2>\n<p><strong><span style=\"color: #333333;\">ASER-<\/span><\/strong> The ASER report is facilitated by <span style=\"color: #ff0000;\">Pratham Education Foundation<\/span> since 2005. The ASER report examines the <span style=\"color: #ff0000;\">schooling status<\/span> and <span style=\"color: #ff0000;\">foundational learning of children<\/span> across districts and states of rural India. Originally it was an annual publication but after 2016, it has become a biennial report. ASER reports are usually referred to by the government while formulating policies.<\/p>\n<p><strong><span style=\"color: #333333;\">ASER 2023 Methodology- <\/span><\/strong><span style=\"color: #333333;\">The ASER 2023 is based on a survey conducted in<span style=\"color: #ff0000;\"> 28 districts across 26 states<\/span>, reaching out to <span style=\"color: #ff0000;\">34,745 youths<\/span> in the <span style=\"color: #ff0000;\">14-18 age group<\/span>. One rural district was surveyed in each major state, except for Uttar Pradesh and Madhya Pradesh, where two such districts were surveyed.<\/span><\/p>\n<p>The youths were surveyed on 4 points-<br \/>\na. Basic reading, maths and English abilities<br \/>\nb. Application of basic skills to everyday calculations<br \/>\nc. Reading and understanding written instructions<br \/>\nd. Financial calculations that need to be done in real life<\/p>\n<h2><strong><span style=\"color: #000000;\"><a id=\"toc2\"><\/a>What are the positive and negative findings of Annual Status of Education Report (ASER) 2023?<\/span><\/strong><\/h2>\n<p><strong>Positive findings in terms of enrolment ratios<\/strong><\/p>\n<p>1.<strong> More students transiting to secondary education-<\/strong> ASER 2023 notes that<span style=\"color: #ff0000;\"> &#8216;today more children in India have more years of schooling than ever before&#8217;.\u00a0<span style=\"color: #333333;\">Apprehensions that the pandemic-induced economic distress would result in older children dropping out of school have been belied.\u00a0<\/span><\/span><\/p>\n<p>2.<strong> High enrolment rate- <\/strong>Overall, <span style=\"color: #ff0000;\">86.8%<\/span> of <span style=\"color: #ff0000;\">14-18-year-olds<\/span> are enrolled in an educational institution. The percentage of youth not enrolled is<span style=\"color: #ff0000;\"> 3.9%<\/span> for 14-year-old youth and <span style=\"color: #ff0000;\">32.6%<\/span> for 18-year-olds. Most of the people in this age group were enrolled in the Arts\/Humanities streams.<\/p>\n<p><strong>Challenges and failings of the Education system<\/strong><\/p>\n<p>1.<strong> Foundational skill gaps in reading and arithmetic abilities-<\/strong> About <span style=\"color: #ff0000;\">25% cannot<\/span> read Grade 2 text, and over <span style=\"color: #ff0000;\">50% face difficulties<\/span> with arithmetic skills expected by <span style=\"color: #ff0000;\">Grade 5<\/span>, highlighting a <span style=\"color: #ff0000;\">deficit in foundational learning<\/span>.<\/p>\n<p><span style=\"color: #333333;\">2.<\/span><strong><span style=\"color: #333333;\"> Poor Quality Labour force-<\/span><\/strong> This deficit in foundational numeracy and foundational skill gap significantly impacts the quality of the country\u2019s labour force.<\/p>\n<p>3.<strong> Underutilisation of Digital technology-<\/strong> Despite the high availability of smartphones in rural households (95%), their <span style=\"color: #ff0000;\">use for educational purposes is limited<\/span>.<\/p>\n<p>4.<strong> Balancing Academics and Family Responsibilities-<\/strong> Most of the youths face <span style=\"color: #ff0000;\">compounded challenges<\/span> as they need to balance academic requirements with responsibilities, such as <span style=\"color: #ff0000;\">working in family farms<\/span>. These responsibilities impact the aspirations of youth.<\/p>\n<p>5.<strong> Gender Disparity in Reading and Arithmetic Skills-<\/strong> Males performed better than females in arithmetic and English reading across most of the tasks that test the ability to apply basic numeracy and reading skills. <strong>For Ex-<\/strong> <span style=\"color: #ff0000;\">Only 41.1% females were able to tell the time compared to 51% males. <span style=\"color: #333333;\"><span style=\"color: #ff0000;\">Fewer females (28.1%) are in the Science, Technology, Engineering, and Mathematics stream (STEM) stream as compared to males (36.3%)<\/span>.<\/span><\/span><\/p>\n<p><span style=\"color: #333333;\">6.<\/span><strong><span style=\"color: #333333;\"> Gender Disparity in Digital Skills-<\/span><\/strong> 43.7% of males own smartphones as compared to 19.8% of females. This will ensure direct transfer of untied funds to schools.<\/p>\n<p>2. <strong>Community management of schools-<\/strong> Schools must be community-managed, and the State government should primarily act as the financing agent. The <span style=\"color: #ff0000;\">private sector should be encouraged to adopt schools<\/span> to improve their quality. <strong>For ex-<\/strong> <span style=\"color: #ff0000;\">The Mid-Day Meal responsibility should be handed over to the village-level self-help group (SHG) of women<\/span>.<\/p>\n<p>3. <strong>Regular school-level interactions with parents-<\/strong> Teachers must build a relationship with every household to ensure children\u2019s care and learning.
