The colonial phase saw the forceful migration of <span style=\"color: #ff0000;\">indentured labourers<\/span> or <span style=\"color: #ff0000;\">girimitiyas<\/span> to British colonies in Africa.<\/p>\n<p><strong>Historical Political Relationship-<\/strong> Gandhiji&#8217;s tools of <span style=\"color: #ff0000;\">civil disobedience<\/span> and <span style=\"color: #ff0000;\">non-cooperation<\/span> were tested on the soil of Africa. India and Africa used this ideological and historical ties in a decolonised world to <span style=\"color: #ff0000;\">oppose neo-colonialism<\/span>. India and Africa also collaborated in the Bandung conference to advance the agenda of the Global South, which ultimately led to the formation of NAM.<\/p>\n<h2><strong><span style=\"color: #000000;\"><a id=\"toc2\"><\/a>What are the areas of Cooperation between India-Africa amid South-South Cooperation?<\/span><\/strong><\/h2>\n<p>1. <strong>Political cooperation-<br \/>\n<\/strong>a. Regionalisation and reorientation of global governance norms on the 21st century have produced many strong political institutions amid the south-south Cooperation.<strong> For ex-<\/strong> <span style=\"color: #ff0000;\">Asia Africa Growth corridor<\/span> (<span style=\"color: #ff0000;\">AAGC<\/span>), <span style=\"color: #ff0000;\">Build Back Better<\/span> (<span style=\"color: #ff0000;\">B3W<\/span>), <span style=\"color: #ff0000;\">Blue Dot Network<\/span>, <span style=\"color: #ff0000;\">ADB<\/span>.<br \/>\nb. India and Africa have converged on the UNSC membership expansion, and India has supported the <span style=\"color: #ff0000;\">Ezulwini Consensus<\/span>.<br \/>\nc. India has also stepped its engagement in regional organisations like <span style=\"color: #ff0000;\">ECOWAS<\/span>, A<span style=\"color: #ff0000;\">frican continental Free trade Agreement<\/span>, <span style=\"color: #ff0000;\">BRICS<\/span>, <span style=\"color: #ff0000;\">OIC<\/span>, <span style=\"color: #ff0000;\">NDB<\/span> etc.<\/p>\n<p>2.<strong> Economic cooperation-<\/strong><br \/>\na. India has increased its investments in Africa to boost Africa&#8217;s economic growth and reduce the poverty levels in the global south. <strong>For ex-<\/strong> <span style=\"color: #ff0000;\">EXIM Bank&#8217;s Focus Africa Programme<\/span><span style=\"color: #ff0000;\">, <\/span><span style=\"color: #ff0000;\">India-Africa Partnership project<span style=\"color: #333333;\">,<\/span> India-Southern African Customs Union Preferential Trade Agreement.<br \/>\n<span style=\"color: #333333;\">b. Overall trade between India-Africa has touched<\/span> $100 bn <span style=\"color: #333333;\">in 2022-23.<br \/>\nc. <span style=\"color: #ff0000;\">22.5% India&#8217;s FDI outwards flow<\/span> is towards Africa. India&#8217;s current investment in Africa is around $32 bn with companies like ONGC Videsh making investments in India.\u00a0<\/span><\/span><\/p>\n<p>3. <strong>Security cooperation-<\/strong> India-Africa share security cooperation synergies on issues like <span style=\"color: #ff0000;\">curbing piracy<\/span>, <span style=\"color: #ff0000;\">humanitarian and Disaster Relief<\/span> (<span style=\"color: #ff0000;\">HADR<\/span>) and <span style=\"color: #ff0000;\">maritime security<\/span>.<\/p>\n<p>4. <strong>Climate change and Technology cooperation-<\/strong> India and Africa have been cooperating in the climate change domain through organisations like <span style=\"color: #ff0000;\">ISA<\/span> and<span style=\"color: #ff0000;\"> CDRI<\/span>. These organisations have also helped India extend its soft power influence in the region of Africa.<\/p>\n<p>5. <strong>P2P cooperation-<\/strong> India has provided Africa with India&#8217;s skilled workforce like <span style=\"color: #ff0000;\">engineers<\/span>, <span style=\"color: #ff0000;\">trained nurses, digital public infrastructure <span style=\"color: #333333;\">and<\/span> health care equity.<\/span><\/p>\n<h2><strong><span style=\"color: #000000;\"><a id=\"toc3\"><\/a>What is the significance of India-Africa Relationship?<\/span><\/strong><\/h2>\n<p><strong>1. Huge Economic Potential<\/strong>: The <span style=\"color: #ff0000;\">African Continental Free Trade Area<\/span> (<span style=\"color: #ff0000;\">AfCFTA<\/span>) provides a wide scope to create the largest free trade area in the world by geography and an opportunity to lift 30 million people out of extreme poverty. It can help promote <span style=\"color: #ff0000;\">India-Africa bilateral trade and investment under AfCFTA<\/span>.<\/p>\n<p>2. <strong>Potential for Indian Businesses-<\/strong> There are opportunities in services trade with Africa in the fields of <span style=\"color: #ff0000;\">Information Technology<\/span> (IT), <span style=\"color: #ff0000;\">Mobile payment solutions<\/span>, <span style=\"color: #ff0000;\">banking<\/span>, and<span style=\"color: #ff0000;\"> financial services.<\/span><\/p>\n<p>3. <strong><span style=\"color: #333333;\">Infrastructure Development in the African Continent-<\/span><\/strong> India has the world\u2019s third-largest start-up ecosystem. Thus, it could count on its strengths to <span style=\"color: #ff0000;\">fortify the digital infrastructure in Africa.<span style=\"color: #333333;\"> It can<\/span><\/span> contribute to the achievement of the continent\u2019s <span style=\"color: #ff0000;\">Agenda 2063<\/span>.<\/p>\n<p>4. <strong>Achievement of Common Agendas-<\/strong> Most African nations are developing in nature just like India, which creates a common understanding on multiple issues. India and Africa share common grounds on <span style=\"color: #ff0000;\">reformation of the UNSC<\/span>, <span style=\"color: #ff0000;\">Climate change agreements<\/span>, <span style=\"color: #ff0000;\">Trade Issues<\/span> and <span style=\"color: #ff0000;\">WTO negotiations.<\/span><\/p>\n<p>5. <strong>Soft Power-\u00a0<\/strong>Successful transformation of Africa into a &#8216;<span style=\"color: #ff0000;\">continent of growth<\/span>&#8216; from the &#8216;<span style=\"color: #ff0000;\">continent of darkness<\/span>&#8216; would enhance <span style=\"color: #ff0000;\">India&#8217;s soft power<\/span> and <span style=\"color: #ff0000;\">leadership position<\/span> in the global south.<\/p>\n<h2><span style=\"color: #000000;\"><strong><a id=\"toc4\"><\/a>What are the Challenges in India-Africa Relationship?<\/strong><\/span><\/h2>\n<p>1. <strong><span style=\"color: #333333;\">Africa as ground of Geopolitical contest-<\/span><\/strong> There is sharpening of competition among at least half a dozen external partners such as <span style=\"color: #ff0000;\">China, Russia, the United States, the European Union, Japan, T\u00fcrkiye and the United Arab Emirates<\/span>. The competition is mainly for strengthening their relations with parts of Africa to<span style=\"color: #ff0000;\"> ensure market access, gain energy and mineral security<\/span>, and <span style=\"color: #ff0000;\">increase political and economic influence<\/span>.<\/p>\n<p>2. <strong>Increasing Chinese assertiveness-<\/strong> China has emerged as \u2018<span style=\"color: #ff0000;\">the infrastructure developer<\/span>\u2019, \u2018<span style=\"color: #ff0000;\">the resource provider<\/span>\u2019, and \u2018<span style=\"color: #ff0000;\">the financier<\/span>.\u2019 It has invested enormously in Africa in terms of money, materials and diplomatic push. Since 2007, Chinese leaders have visited the continent 123 times, while 251 African leaders have visited China. This has <span style=\"color: #ff0000;\">limited India&#8217;s room in the region&#8217;s geopolitical arena<\/span>.<\/p>\n<p>3. <span style=\"color: #333333;\"><strong>Lack of clear strategy on the part of India-<\/strong><\/span> India\u2019s model of development cooperation in Africa lacks a clear strategy in comparison with the Chinese Model. India also <span style=\"color: #ff0000;\">lacks the deep pockets as Chinese<\/span> to invest deeply into the African economy.<\/p>\n<p>4. <strong>Lack of Focus-<\/strong> <span style=\"color: #ff0000;\">Geopolitical tensions in Asia<\/span> and the<span style=\"color: #ff0000;\"> imperative to consolidate its position in the Indo-Pacific region<\/span> have compelled India to deviate from greater focus on the India-Africa relationship. India must establish a <span style=\"color: #ff0000;\">dedicated secretary<\/span> in the Ministry of External Affairs (MEA) for African affairs.<\/p>\n<p>2. <strong>Enhance Defence and Security Cooperation-<\/strong> India must <span style=\"color: #ff0000;\">increase the number of defence attach\u00e9s<\/span> in Africa and expand dialogue on defence issues. India must also strengthen maritime collaboration and extend Lines of Credit to facilitate defence exports.<\/p>\n<p>3. <strong>Deepen Economic and Development Cooperation-<\/strong> India must promote India-Africa trade through the creation of an <span style=\"color: #ff0000;\">Africa Growth Fund<\/span> (<span style=\"color: #ff0000;\">AGF<\/span>) to enhance access to finance. India must also implement measures to improve project exports and enhance cooperation in the shipping domain.<\/p>\n<p>4. <strong>Increase Socio-Cultural Cooperation- <\/strong>There must be facilitation of greater interaction between Indian and African universities, think tanks, civil society, and media organisations.
