Source:<\/strong> This post has been created based on the article \u201cThe problem with India\u2019s science management\u201d<\/strong> published in \u201cThe Hindu\u201d<\/strong> on 20th <\/sup>January 2024.<\/p>\n UPSC Syllabus Topic: <\/strong>GS Paper 3 Science & technology \u2013 Indigenization of technology and developing new technology.<\/p>\n News:<\/strong> The article discusses the issues with India\u2019s science management.<\/p>\n Recent Concerns with India\u2019s Science Management<\/strong>, Scientific advances leading to deployable technologies are important for sustained economic progress for any nation.<\/p>\n The government has tried to overhaul India\u2019s science establishment through the following steps:<\/p>\n Agriculture and Stocking Policy in India in 2024<\/a><\/p>\n <\/p>\n Consensus Regarding Cooperation Between India and France<\/a><\/p>\n First<\/strong>, administering of a complex organisation <\/strong>cannot be performed as a side-project of a \u2018working\u2019 scientist. Also, there is a difference between a good scientist, who is generally driven by individual considerations, and a good administrator, who must be organisationally driven.<\/p>\n Second<\/strong>, scientists are not trained<\/strong> to prioritise between time, cost, or precision, in making administrative decisions.<\/p>\n Third<\/strong>, there is scope for conflict of interest<\/strong>. Being an academic within the same institution in which one has administrative control can lead to an abuse of power.<\/p>\n International Best Practices: <\/strong>For instance, universities in USA follow a separation of administrators and scientists in their science administratin.<\/p>\n Constituting a Central Service:<\/strong> Scientists could be selected and trained as part of an all-India science administration central service.<\/p>\n The administrative setup of a science establishment is its core. Without addressing these concerns, India\u2019s science establishment will continue to do injustice to its economic and strategic aspirations.<\/p>\n Question for practice:<\/strong><\/p>\n What are the issues with India\u2019s science management?
