Israel has been converted into war zone since last 3 months thus there arises an issue of security of migrant workers.<\/p>\n<h2><strong>What are the existing rules for labour working abroad?<\/strong><\/h2>\n<ol>\n<li>Workers going to conflict zones are required to register with the Ministry of External Affairs\u2019 \u2018<strong>e-migrate\u2019 portal.<\/strong><\/li>\n<li>Passport under the <a href=\"https:\/\/forumias.com\/blog\/orange-colored-passports-introduced-for-ecr-category\/#gsc.tab=0:~:text=What%20is%20Emigration%20Check%20Required%20(ECR)%20and%20Emigration%20Check%C2%A0Not%C2%A0Required%20(ECNR)%3F\">ECR (Emigration Check Required) scheme<\/a> cover workers travelling to 18 countries, including Afghanistan, Bahrain, Indonesia, Iraq, Jordan, the Kingdom of Saudi Arabia, Kuwait, Lebanon etc.However,Israel is not included in this list.<\/li>\n<\/ol>\n<h2><strong>What is \u201ce-migrate system?<\/strong><\/h2>\n<p>The e-Migrate project is designed for facilitating emigration of ECR category emigrants going to notified countries for employment purposes.<\/p>\n<p>e-Migrate is integrated with Passport Seva Project (PSP) of Ministry of External Affairs for online validation of passport details of the ECR category workers being registered.<\/p>\n<p><strong>Concerned ministry: <\/strong>Ministry of External Affairs<\/p>\n<h2><strong>What are international Rules related to migrant workers?<\/strong><\/h2>\n<p>There are 2 conventions: &#8211;<\/p>\n<p><strong>1) Migration for Employment Convention (Revised), 1949 (No. 97): <\/strong>It protects the rights of migrant workers and their families. The convention was established in 1949 and entered into force on January 22, 1952. This Convention provides several measures that member states should take to safeguard the rights of migrant workers.<\/p>\n<p><strong>Provisions: <\/strong>It includes adequate provision of medical services. Also, migrant workers should not be treated less favorably than nationals specifically in remuneration, collective bargaining, accommodation and access to social security.<\/p>\n<p><strong>2) Migrant Workers (Supplementary Provisions) Convention, 1975 (No. 143): <\/strong>It is an international legal framework that addresses migrant workers in <strong>irregular situations and their rights. <\/strong>It deals with <strong>Migrations in Abusive Conditions <\/strong>and the Promotion of Equality of Opportunity and Treatment of Migrant Workers.<\/p>\n<p><strong>Conventions administered by:<\/strong> <a href=\"https:\/\/forumias.com\/blog\/international-labour-organization-ilo\/#gsc.tab=0\">International Labour Organization<\/a><\/p>\n<p><strong>India and Conventions: <\/strong>India has <strong>not<\/strong> ratified both conventions,<strong> Israel<\/strong> had ratified the 1949 convention in 1953.<\/p>\n<p><strong>UPSC SYLLABUS<\/strong>: International Relations<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Source: This post on labour rules for working abroad has been created based on the article \u201cWhat are labour rules for workers abroad?\u201d published in \u201cThe Hindu\u201d on 20th January 2024.
