{"id":279518,"date":"2024-01-24T17:16:17","date_gmt":"2024-01-24T11:46:17","guid":{"rendered":"https:\/\/forumias.com\/blog\/?p=279518"},"modified":"2024-01-24T17:16:17","modified_gmt":"2024-01-24T11:46:17","slug":"regulating-coaching-centres","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/regulating-coaching-centres\/","title":{"rendered":"Regulating coaching centres"},"content":{"rendered":"<p><strong>Source:<\/strong> This post has been created based on the article <strong>\u201cRegulating coaching centres\u201d<\/strong> published in <strong>\u201cBusiness Standard\u201d<\/strong> on 24<sup>th<\/sup> January 2024.<\/p>\n<p><strong>UPSC Syllabus Topic: <\/strong>GS Paper 2 Social Justice \u2013 Issues relating to Education.<\/p>\n<p><strong>News:<\/strong> The article discusses the provisions in the guidelines for regulating coaching centres and the challenges in implementing them.<\/p>\n<p><strong>Background:<\/strong><\/p>\n<p>The government recently laid out guidelines for coaching centres due to news of a growing number of student suicides and accusations of misleading claims in advertisements.<\/p>\n<h2><strong>What are the provisions in the guidelines for coaching centers?<\/strong><\/h2>\n<ol>\n<li>A coaching centre must have more than 50 students with a minimum age limit of 16 years.<\/li>\n<li>All teachers must be graduates.<\/li>\n<li>The centre must not make false promises.<\/li>\n<li>Fees from students leaving a course halfway must be refunded.<\/li>\n<li>Classes must not be held during regular school hours, and they should not exceed five hours a day.<\/li>\n<li>Periodic sensitisation sessions for students with mental health professionals.<\/li>\n<li>Assessment tests should remain confidential.<\/li>\n<li>Basic requirements such as fire and building safety codes, medical treatment facilities and adequate ventilation and lighting in classrooms.<\/li>\n<\/ol>\n<h2><strong>What are the challenges in regulating coaching centres?<\/strong><\/h2>\n<p>According to the author, these guidelines are unlikely to bring about any significant change due to the following reasons:<\/p>\n<ol>\n<li><strong>Large Number of Coaching Centres:<\/strong> This will make it challenging to monitor standards with any degree of efficacy.<\/li>\n<li><strong>Lack of Clarity regarding Redressal Mechanism:<\/strong> The guidelines refer to a \u201ccompetent authority\u201d without specifying the nature of this body.<\/li>\n<li><strong>Jurisdictional Issues: <\/strong>The regulation of education at the 10+2 level falls within the jurisdiction of states and Union Territories. Monitoring standards could be different based on the local governments.<\/li>\n<li><strong>Small Amount as Penalty: <\/strong>The penalties are unlikely to act as a deterrent. It is just Rs. 25,000 for the first offence and Rs. 1 lakh for the second, and registration revocation for any subsequent breach.<\/li>\n<li><strong>Online Classes not Covered: <\/strong>The guidelines also do not appear to cover online classes, where violation of standards could be more rampant.<\/li>\n<li><strong>Structural Issues: <\/strong><\/li>\n<li><strong>Lack of Quality Institutions:<\/strong> A lack of quality engineering, management and medical institutes intensifies competition for a limited number of seats at IITs, IIMs, etc.<\/li>\n<li><strong>Deficiency in the Job Market:<\/strong> The low availability of employment, especially one that offers perks and benefits, leads to cut-throat competition.<\/li>\n<\/ol>\n<p>Thus, changing this will require deeper economic reforms to expand the job market so that coaching centres gradually lose their current significance.<\/p>\n<p><strong>Question for practice:<\/strong><\/p>\n<p>Regulating coaching centres in India is the need of the hour but will be a huge challenge.
