Recently, the RBI\u2019s report on \u2018Finances of Panchayati Raj Institutions\u2019<\/strong> was released. It helps in understanding the fiscal health of the third tier of government in India: local institutions of governance.<\/p>\n

  3. Familiarity with Local Needs: <\/strong>Local governments have a more detailed information on the local needs of citizens than any higher level of government. This makes them best suited to provide basic public goods and services, such as health, education, sanitation, etc.<\/li>\n<\/ol>\n

    1. Funds:<\/strong> Inadequate independent financial resources and heavy reliance on grants from upper tiers of government.<\/li>\n
    2. Functionaries: <\/strong>Lack of trained manpower.<\/li>\n
    3. Functions: <\/strong>Lack of political will (to devolve more power and functions to local governments).<\/li>\n
    4. Weak infrastructure<\/strong>.<\/li>\n
    5. Regional Disparities: <\/strong>The devolution of powers and functions to panchayats (and their performance) varies greatly across states (India\u2019s southern states have done better than others).<\/li>\n<\/ol>\n

      According to the author, the main challenge is inadequate resources.<\/p>\n
