Why in the News?<\/h2>\n

Recently, The Cairns Group<\/span> has claimed that India’s public stockholding (PSH) program is heavily subsidized.<\/p>\n

They argue that India’s farm support distorts global food prices and undermines food security in other countries. This increases pressure on India to comply with World Trade organisation (WTO)<\/a> regulations regarding farm subsidies<\/span>.<\/p>\n

What do the WTO regulations regarding farm subsidies say?<\/h2>\n

Objective<\/strong>– The WTO regulations on farm subsidies aims to ensure fair competition and<\/span> prevent trade distortion globally<\/span>.
\na.<\/strong> These regulations impose limits on the types and<\/span> levels of subsidies that member countries can provide<\/span> to their agricultural sectors.<\/p>\n

Levels of subsidies<\/strong>:<\/p>\n\n\n\n\n
Green Box<\/strong><\/td>\nAmber Box<\/strong><\/td>\nBlue Box<\/strong><\/td>\n<\/tr>\n
1.<\/strong> It includes subsidies that do not significantly distort trade.
\n<\/span>2.<\/strong> They are not specific to particular products and are generally allowed by the WTO.<\/span>
\n3.<\/strong> Examples<\/strong> include funding for research, environmental protection<\/span>, and direct income support for farmers<\/span> facing difficulties like crop loss or other disasters.<\/td>\n		1.<\/strong> These are the subsidies that distort international trade<\/span> by promoting excessive production.
\n2.<\/strong> Examples<\/strong> include, input subsidies such as subsidies on seeds, fertilisers, Minimum Support Price (MSP)<\/span> etc.
\n3.<\/strong> WTO limits this subsidy by capping it at 5% for developed countries<\/span> & 10% for developing countries.<\/span><\/td>\n		1.<\/strong> These subsidies are similar to amber box subsidies<\/span>, but they aim to restrict production<\/span>.
\n2.<\/strong> Currently, only a few countries like Norway and Iceland utilize these subsidies.
\n3.<\/strong> The WTO<\/span> does not impose any limits on these subsidies<\/span>.<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n

1. About<\/strong>– It is a coalition of agricultural exporting countries<\/span> that advocate for agricultural trade liberalization.<\/span><\/p>\n

2. Established<\/strong>– It was established in 1986<\/span> and is named after Cairns, Australia, where the first meeting took place.<\/p>\n

3. Member Countries<\/strong>– The group consists of 19 member countries<\/span>, primarily from the Asia-Pacific region and Latin America, including Australia, Canada, Brazil, and Thailand, among others.<\/p>\n

4. Objective<\/strong>– The Cairns Group aims to promote fair and open agricultural trade<\/span> by advocating for the reduction of trade barriers<\/span>, subsidies<\/span>, and protectionist measures that distort global agricultural markets.<\/span><\/p>\n
