The time taken by<span style=\"color: #ff0000;\"> Parliament<\/span> to approve those demands caused<span style=\"color: #ff0000;\">\u00a0delay<\/span> in execution of projects.<\/p>\n<p>2) <strong>Increase In Budget size- <\/strong>With an expected growth of GDP in the range of <span style=\"color: #ff0000;\">6-7 per cent<\/span> year-on-year, the size of the Budget is expected to<span style=\"color: #ff0000;\"> grow<\/span> substantially in the next decade too. This necessitates an<span style=\"color: #ff0000;\"> upward revision<\/span> in the <span style=\"color: #ff0000;\">financial limits<\/span>.<\/p>\n<p>3) <strong>Excessive expenditure<\/strong>&#8211; The PAC has highlighted instances of <span style=\"color: #ff0000;\">excessive ministerial expenditure.<span style=\"color: #333333;\"><strong> For ex-<\/strong> Despite the ministries obtaining high amounts of supplementary grants during FY 2019-20, they incurred additional expenditure r<\/span><\/span><span style=\"color: #333333;\">anging between 10.04 per cent to 79.77 per cent.<\/span><\/p>\n<p>4) <strong>Unnecessary re-appropriations<\/strong>&#8211; The<span style=\"color: #ff0000;\"> PAC<\/span> and the<span style=\"color: #ff0000;\"> CAG<\/span> have highlighted about growing instances of unnecessary<span style=\"color: #ff0000;\"> supplementary<\/span>, re-appropriations that do not adhere to the NS\/NIS limits. The re-appropriations were<span style=\"color: #ff0000;\"> undertaken<\/span> without reporting to<span style=\"color: #ff0000;\"> Parliament<\/span> or without obtaining <span style=\"color: #ff0000;\">prior approval<\/span> of the Finance Ministry.<\/p>\n<h2><strong>What is the new limit approved by Public Account Committee?<\/strong><\/h2>\n<p>The new policy-related expenditure by ministries\/departments can be more than<span style=\"color: #ff0000;\"> Rs 50 crore but can not exceed Rs 100 crore<\/span>. For exceeding <span style=\"color: #ff0000;\">Rs 100 crore limit<\/span>, prior approval of <span style=\"color: #ff0000;\">Parliament<\/span> is mandatory.<\/p>\n<p>The panel has fixed the reporting limit for <span style=\"color: #ff0000;\">\u2018New Instrument of Service<\/span>\u2019, to up to 20% of the original appropriation or up to<span style=\"color: #ff0000;\"> Rs 100 crore<\/span>, whichever is higher. For exceeding this limit, prior approval of <span style=\"color: #ff0000;\">Parliament<\/span> is<span style=\"color: #ff0000;\"> mandatory<\/span>.<\/p>\n<h2><strong>What is the significance of the proposed changes?<\/strong><\/h2>\n<p>1)<strong> Efficient planning<\/strong>-The proposed changes would encourage the ministries to<span style=\"color: #ff0000;\"> meticulously<\/span> estimate their <span style=\"color: #ff0000;\">budgetary requirements<\/span>. This would ensure that ministries do not raise demands for <span style=\"color: #ff0000;\">supplementary grants frequently<\/span>.<\/p>\n<p>2) <strong>Simplification<\/strong>&#8211; The proposed changes will make it easy for the<span style=\"color: #ff0000;\"> PAC<\/span> to find <span style=\"color: #ff0000;\">deviations<\/span> in expenditure of funds.
