Why in the news?<\/strong><\/h2>\n

Parliament’s Public Accounts Committee has recently approved the Finance Ministry’s proposal to raise financial limits on spending for \u2018New Service\u2019 and \u2018New Instruments of Service\u2019.<\/p>\n

What are ‘New Service’ and ‘New Instruments of Service’?<\/strong><\/h2>\n

New Service (NS)- <\/strong>It refers to expenditure arising out of a new policy decision that was not brought to the notice of Parliament earlier.<\/span> This may include a new activity<\/span> or a new investment<\/span>.<\/p>\n

New Instrument of Service (NIS)<\/strong>-It refers to relatively large expenditure arising out of important expansion of an existing policy<\/span>.<\/p>\n

What was the need to raise financial limits for spending?<\/strong><\/h2>\n

1) Increase in demands for supplementary grants<\/strong>– Due to the low financial limits for new policy-related expenditure earlier, there was an increase in the number of supplementary proposals from the ministries\/departments<\/span>. The time taken by Parliament<\/span> to approve those demands caused\u00a0delay<\/span> in execution of projects.<\/p>\n

2) Increase In Budget size- <\/strong>With an expected growth of GDP in the range of 6-7 per cent<\/span> year-on-year, the size of the Budget is expected to grow<\/span> substantially in the next decade too. This necessitates an upward revision<\/span> in the financial limits<\/span>.<\/p>\n

3) Excessive expenditure<\/strong>– The PAC has highlighted instances of excessive ministerial expenditure. For ex-<\/strong> Despite the ministries obtaining high amounts of supplementary grants during FY 2019-20, they incurred additional expenditure r<\/span><\/span>anging between 10.04 per cent to 79.77 per cent.<\/span><\/p>\n

4) Unnecessary re-appropriations<\/strong>– The PAC<\/span> and the CAG<\/span> have highlighted about growing instances of unnecessary supplementary<\/span>, re-appropriations that do not adhere to the NS\/NIS limits. The re-appropriations were undertaken<\/span> without reporting to Parliament<\/span> or without obtaining prior approval<\/span> of the Finance Ministry.<\/p>\n

What is the new limit approved by Public Account Committee?<\/strong><\/h2>\n

The new policy-related expenditure by ministries\/departments can be more than Rs 50 crore but can not exceed Rs 100 crore<\/span>. For exceeding Rs 100 crore limit<\/span>, prior approval of Parliament<\/span> is mandatory.<\/p>\n

The panel has fixed the reporting limit for \u2018New Instrument of Service<\/span>\u2019, to up to 20% of the original appropriation or up to Rs 100 crore<\/span>, whichever is higher. For exceeding this limit, prior approval of Parliament<\/span> is mandatory<\/span>.<\/p>\n

What is the significance of the proposed changes?<\/strong><\/h2>\n

1) Efficient planning<\/strong>-The proposed changes would encourage the ministries to meticulously<\/span> estimate their budgetary requirements<\/span>. This would ensure that ministries do not raise demands for supplementary grants frequently<\/span>.<\/p>\n

2) Simplification<\/strong>– The proposed changes will make it easy for the PAC<\/span> to find deviations<\/span> in expenditure of funds. This will enhance Parliamentary control<\/span> over executive spending.<\/p>\n

3) Expeditious decision making<\/strong>-It would speed up the process of decision-making<\/span> for the government and also improve the pace of scheme implementation<\/span>.<\/p>\n
