Why in the News?<\/h2>\n

Recently, the Union government has allocated an annual fund of Rs. 20 crore to aid poor prisoners nationwide. This initiative is part of its “Support to Poor Prisoners Scheme”<\/span> under the priority of “reaching the last mile: no one to be left behind.”<\/p>\n

What is the significance of this Initiative?<\/h2>\n

1.<\/strong> It will offer assistance to poor prisoners<\/span> who cannot afford to pay fines or obtain bail because of financial limitations.<\/p>\n

2.<\/strong> According to the National Crime Records Bureau (NCRB) data of 2020, roughly 76% of individuals in Indian prisons were under-trials<\/span>. Among these, approximately 68% were either illiterate or school dropouts.<\/p>\n

3.<\/strong> Lengthy detention of under-trials is often linked to their economic status<\/span>. Many lack the financial resources to pay for bail or legal representation.<\/p>\n

What is Support to Poor Prisoners Scheme?<\/h2>\n\n\n\n\n\n\n\n\n

Aim<\/strong><\/td>\nTo provide financial support to poor prisoners<\/span> who are not being released from jails as they are unable to pay the fine imposed on them or are not able to secure bail due to financial constraints.<\/td>\n<\/tr>\n
Identification of beneficiaries<\/strong><\/td>\nAn Empowered Committee at the district level<\/span> and an “Oversight Committee” at the headquarters level<\/span> will be established to identify prisoners.<\/td>\n<\/tr>\n
Nodal Agency<\/strong><\/td>\nThe National Crime Records Bureau(NCRB)<\/span> has been designated as the Central Nodal Agency(CNA) for this scheme.<\/td>\n<\/tr>\n
Funding<\/strong><\/td>\nFunds to the States\/UTs will be provided through the Central Nodal Agency(CNA).<\/span><\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n

Note-<\/strong> Guidelines for the utilization of the fund and a standard operating procedure (SOP) were also introduced for the implementation of the Support to Poor Prisoners Scheme.<\/p>\n
