Why in the news?<\/h2>\n

The Cabinet has recently approved the proposal for continuation of centrally sponsored Scheme- Flood Management and Border Areas Programme (FMBAP).<\/p>\n

Description<\/strong><\/td>\nThe Scheme “FMBAP” has been framed by merging<\/span> the components of two continuing XII Plan schemes titled “Flood Management Programme (FMP)<\/span>” and “River Management Activities and Works related to Border Areas<\/span> (RMBA)”.<\/td>\n<\/tr>\n
Objective<\/strong><\/td>\nTo assist the State Governments to provide reasonable degree of protection<\/span> against floods<\/span> in critical areas by adopting optimum<\/span> combination of structural<\/span> and non-structural<\/span> measures.<\/td>\n<\/tr>\n
Coverage<\/strong><\/td>\nThe FMBAP Scheme will be implemented throughout the country<\/span> for effective flood management, erosion control and anti-sea erosion.<\/td>\n<\/tr>\n
Components<\/strong><\/td>\nThe Scheme has two components:-
\n1) Flood Management Programme (FMP)<\/span>– This includes work related to flood control<\/span>, anti-erosion, drainage development an<\/span>d anti-sea erosion.
\n2) River Management and Border Areas (RMBA) component<\/span>-This includes flood control and anti-erosion works on common border rivers<\/span> with neighbouring countries<\/span>, including hydrological observations and flood forecasting.<\/span><\/td>\n<\/tr>\n
Funding pattern<\/strong><\/td>\n1) Under Flood Management Programme (FMP)<\/span>-The pattern of funding that is to be followed is for Special Category States<\/span> (8 North-Easter States and Hilly States of Himachal Pradesh, Uttarakhand and UT of Jammu & Kashmir)- 90% (Centre) and 10% (State)
\nFor General\/ Non-Special Category States<\/span>– 60% (Centre) and 40% (State)\u00a0<\/span>
\n2) Under River Management and Border Areas<\/span> (RMBA) component- 100% central assistance<\/span>.<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n

What is the significance of the scheme?<\/h2>\n

1) It will benefit towns, villages, industrial establishments, communication links etc. from floods and erosion<\/span> in the country.<\/p>\n

2) The catchment area treatment works will help in reduction of sediment load<\/span> into rivers.<\/p>\n

3) It will encourage the state governments<\/span> to promote & adopt modern technology and innovative materials\/approach.<\/span><\/span><\/p>\n

4) The works implemented under RMBA component will also protect important installations of security agencies<\/span>, border out-posts<\/span>, etc. along the border rivers from flood and erosion.<\/span><\/p>\n
