Why in the News?<\/strong><\/h2>\n

The European Union (EU) has recently sanctioned Si2 Microsystems, an Indian tech firm, for its alleged connections with Russia regarding dual-use items<\/span>. Previously, the U.S. also banned it from transferring “dual-use” technology.<\/p>\n

What are dual-use items?<\/strong><\/h2>\n

1. About<\/strong>– Dual-use items are products and technology that can be used both for civilian<\/span> and military applications<\/span>.<\/p>\n

2. Regulatory oversight<\/strong>– Governments strictly regulate the export, transfer, and use of dual-use items to prevent their misuse in activities such as weapons development<\/span>, terrorism<\/span>, or other illicit purposes<\/span>.<\/p>\n

3. Examples<\/strong>– Global positioning satellites, missiles<\/span>, nuclear technology<\/span>, chemical and biological tools, night vision technology<\/span>, thermal imaging<\/span>, some models of drones, aluminum pipes with precise specifications or certain kinds of ball bearings.<\/span><\/p>\n

What are the global control mechanisms for dual use items?<\/strong><\/h2>\n

1. Missile Technology Control Regime (MTCR)- <\/strong>It is a multilateral export control regime aimed at reducing the risks of weapons of mass destruction (WMD) proliferation.
\na. <\/strong>Established in 1987<\/span> by G7 countries.
\nb.<\/strong> It Consists of 35 member countries<\/span>.
\nc.<\/strong> India became its 35th member in 2016.<\/p>\n

2. Wassenaar Agreement<\/strong>– It is a multilateral export control regime that aims to regulate the export of conventional arms and dual-use goods and technologies.
\na.<\/strong> Established on 12 July 1996<\/span>, in Wassenaar, near The Hague, Netherlands
\nb.<\/strong> It consists of 42 participating countries<\/span>.
\nc.<\/strong> India is a member<\/span> of it.<\/p>\n

3.<\/strong> Nuclear Suppliers Group<\/strong>– NSG is a group of nuclear supplier countries that frames and implements agreed rules for exporting nuclear equipment with a view to controlling the spread of nuclear weapons
\na.<\/strong> It was set up in 1974<\/span> as a response to India\u2019s nuclear tests.
\nb.<\/strong> It has 48 member states<\/span> and the European Commission acts as an Observer.
\nc.<\/strong> India is not a member<\/span> of it.<\/p>\n
