Why in the News?<\/strong><\/h2>\n

Recently, the 13th Ministerial Conference (MCA 13) of the World Trade Organization<\/a> introduced new regulations to simplify international trade in services.<\/p>\n

Around 72 nations have agreed to take on additional commitments in services under the General Agreement on Trade in Services (GATS)<\/span> to facilitate non-goods trade among themselves and extended similar concessions to all other World Trade Organization (WTO) members.<\/p>\n

What are the objectives of these regulations?<\/strong><\/h2>\n

1. Applicability<\/strong>-These regulations apply on a Most Favored Nation (MFN)<\/span><\/a> basis.<\/p>\n

2. Aim<\/strong>– The aim is to enhance transparency<\/span> and accessibility in authorization processes<\/span>, along with commitments to gender equality<\/span>.<\/p>\n

3. Significance<\/strong>– The regulations address the<\/span> bureaucratic hurdles in cross-border service trade<\/span>, aiming to simplify procedures and ensure equal opportunities for service providers globally.<\/p>\n

4. Drawback-<\/strong>\u00a0However, only 72 out of the 164 members of the WTO are parties to the agreement<\/span>. India<\/span> and South Africa were among the countries that did not sign this agreement.<\/span><\/p>\n

What is General Agreement on Trade in Services (GATS)?<\/h2>\n

1. About<\/strong>– It is as a treaty of the World Trade Organization (WTO).<\/p>\n

2. Aim<\/strong>– It was made to expand the multilateral trading system to services<\/span>, similar to how the General Agreement on Tariffs and Trade (GATT)<\/a> does for goods.<\/p>\n

3. Signed<\/strong>– It was signed at the conclusion of the Uruguay Round<\/span> of Multilateral Trade Negotiations and took effect on January 1, 1995.<\/p>\n

4. Members<\/strong>– All WTO countries, including India<\/span>, are also part of the GATS.<\/p>\n

What other events took place at the conference?<\/strong><\/h2>\n

1.<\/strong> The Dialogue on Plastic Pollution and Environmentally Sustainable Plastics Trade (DPP):
\na.<\/strong> It aims to encourage WTO members to decrease plastics pollution<\/span> and support environmentally sustainable plastics trade.
\nb.<\/strong> 78 members, excluding India<\/span>, are involved in the Plastics Pollution Dialogue, representing 85% of global trade volume.
\nc.<\/strong> Global leaders advocated for reducing plastic trade due to its greenhouse gas emissions.
\nd.<\/strong> According to UN data, global plastic trade exceeded $1.2 trillion in 2022. The agency forecasts that 19% of greenhouse gas emissions will originate from plastics<\/span> by 2040<\/span>.<\/p>\n

2.<\/strong> Fossil fuel subsidy reform (FFSR) initiative<\/strong>: Global leaders\u00a0stressed the importance of streamlining, phasing out, or eliminating harmful fossil fuel subsidies through current or new methods.
\na.<\/strong> The FFSR initiative builds on WTO members’ pledges<\/span> outlined in Sustainable Development Goal 12(c) of the 2030 Agenda<\/span> and aligns with the Paris Agreement<\/span> on Climate Change.
\nb.<\/strong> It also supports the shift away from fossil fuels in energy systems.
\nc.<\/strong> India ranked fourth among the top five countries<\/span> in fossil fuel subsidies<\/span>. China held the first position, followed by the US and Russia.<\/p>\n

Note<\/strong>– At the COP26 climate conference in Glasgow in 2021, India committed to achieving net zero by 2070.<\/p>\n
