Government of India has launched One District One Product initiative<\/span> for development of Indian Agricultural Sector under the vision of Aatmanirbhar Bharat. This initiative is in sync with the government’s vision that the benefits of development must reach the last-mile citizens<\/span>. This vision can only be ensured by public policy interventions like ODOP, which are effective and sustainable.<\/p>\n

<\/a>What is One District One Product?<\/span><\/strong><\/h2>\n

One District One Product-<\/strong><\/span> \u2018One District One Product\u2019 (ODOP) initiative has been launched under \u2018Pradhan Mantri Formalisation of Micro Food Processing Enterprises (PMFME) Scheme\u2019.<\/span><\/p>\n

The major objectives of the PMFME scheme through ODOP<\/strong><\/span>
\n(a<\/strong>) Improved access to financial assistance<\/span> to micro food processing entrepreneurs for technological upgradation
\n(b<\/strong>) Funding outlay of Rs. 10,000 cr<\/span> to support over 2 lakh micro-food processing enterprises comprising FPOs, SHGs and Co-operatives in India
\n(c<\/strong>) Capacity building of micro-food processing enterprises<\/span> through skill training, enhanced technical knowledge, and hand holding services
\n(d<\/strong>) Enabling the existing informal entities into formal registration as \u2018agri-based business enterprises<\/span>\u2019.<\/p>\n

Products under the scheme
\n<\/strong>a.<\/strong> The products under ODOP can be perishable agricultural produce<\/span>, cereal-based product<\/span>, or a food product widely produced in a district<\/span> and their allied sectors. For ex-<\/strong> Mango, Potato, Litchi, Tomato, Tapioca, Kinnu, Bhujia, Petha, Papad, Pickle, Millet-based products, Fisheries, Poultry, Meat as well as Animal feed.<\/span><\/span><\/p>\n

b.<\/strong> Traditional<\/span> and innovative products<\/span> including waste to wealth products<\/span> could be supported under the Scheme. For ex-<\/strong> Honey, Minor forest products in tribal areas, Traditional Indian herbal edible items like turmeric, amla, haldi.<\/p>\n

Process of approval
\n<\/strong>The State governments must carry out a baseline survey to identify the food product for a district. The Union government approves these products, which will be provided financial assistance for value addition.<\/span><\/span><\/p>\n

Under the ODOP scheme, the Government of India has approved 137 unique products<\/span> in 713 districts<\/span> of 35 States and UTs.<\/p>\n

<\/a>What are the components of One District One Product?<\/strong><\/span><\/h2>\n\n\n\n\n\n\n\n
Common Infrastructure<\/strong><\/td>\nThe ODOP scheme has made provisions for usage of common infrastructure facilities<\/span> at rural areas<\/span> for all the FPOs, SHGs and Cooperatives. The infrastructure facilities can be utilised for sorting<\/span>, grading<\/span>, warehousing<\/span>, and cold<\/span> storage<\/span> of ODOP products.<\/td>\n<\/tr>\n
Development of Clusters<\/strong><\/td>\nThere are provisions of development of multiple clusters for one product<\/span> or one cluster being extended to multiple districts<\/span> depending upon the nature of products and perishable goods.<\/td>\n<\/tr>\n
Value-Addition<\/strong><\/span><\/td>\nThe cluster-based approach has\u00a0facilitated processing<\/span> and ensuring effective marketing ecosystem<\/span> for the various products under ODOP.<\/td>\n<\/tr>\n
Branding and Marketing<\/strong><\/td>\nCommon brand<\/span>, Common packaging<\/span> and Common<\/span>
\nstandards<\/span> have been instituted to make the ODOP products available to the consumers.<\/td>\n<\/tr>\n
Institutional Architecture<\/strong><\/td>\nProject Management Units<\/span> (PMUs<\/span>) have been set up with experts and consultants to guide the State Nodal Agencies <\/span>(SNAs), State Level Approval Committee<\/span> (SLAC) and District Level Committee<\/span> (DLC),<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n

<\/a>What are the benefits of the scheme?<\/strong><\/span><\/h2>\n

(a<\/strong>) Local and community development-<\/strong> The scheme promotes local and community development by providing in-situ employment<\/span>, empowering rural women and youth<\/span>, and nurturing the sustainable livelihoods<\/span> for them.<\/p>\n

(b<\/strong>) Economic Self-reliance-<\/strong> The One District One Product initiative aims at promoting and preserving the local best practices and micro-enterprises, enabling the creation of local economically self-reliant ecosystem. For ex-<\/strong> Promotion of tribal products through ODOP initiative makes the tribals economically self-reliant<\/span>.<\/p>\n

(c<\/strong>) Skill Development and entrepreneurship-<\/strong> The initiative has facilitated the skilling, upskilling, reskilling and training of local talent, which in turn has promoted localised entrepreneurship<\/span> and region-specific innovations.\u00a0For ex-<\/strong> Rise in entrepreneurship in the Makhana producing District of Darbhanga in Bihar.<\/span><\/span><\/p>\n

(d<\/strong>) Local to global approach-<\/strong> The initiative of One District One Product has enhanced exports\/foreign exchange earnings<\/span> of the nation. It has led to the development of agri-based MSME<\/span> and to the \u2018Aatmanirbhar Bharat<\/span>‘ movement.<\/p>\n

<\/a>What are the challenges of the Scheme?<\/strong><\/span><\/h2>\n

(a<\/strong>) Lack of adequate storage infrastructure-<\/span><\/strong> India lacks adequate and effective post harvest infrastructures like cold-chain infrastructure<\/span> for the storage of perishable products under ODOP.<\/p>\n

(b<\/strong>) Low access to financial support-<\/strong> The producers of the distinct products under the ODOP initiative lack access to adequate financial support for scaling their businesses. For ex-<\/strong> Inadequate credit linkages<\/span> in the aspirational districts producing distinct products.<\/p>\n

(c<\/strong>) Market linkages-<\/strong> The lack of forward and backward marketing linkages of the products is still a pertinent challenge for the success of ODOP.<\/p>\n

(d<\/strong>) Low awareness-<\/strong> There is lack of awareness among the producers of these distinct products about the benefits of this initiative.<\/p>\n

(e<\/strong>) Less penetration of FPOs, SHGs in food processing sector-<\/strong> There is less penetration of FPOs and SHGs in the food processing sector in the eastern and north-eastern states<\/span> of the country.<\/p>\n\n\n\n

<\/a>What should be the way Forward?<\/span><\/strong><\/h2>\n

1. Modernization of the existing storage to include horticultural crops-<\/strong> The existing warehousing infrastructure must be modernised to include perishable commodities<\/span> like fruits<\/span>, vegetables<\/span>, milk<\/span>, meat<\/span>, fish<\/span>, which are included in the ODOP scheme.<\/p>\n

2. Exploration of PPP route-<\/strong> The PPP route must be explored to create modern storage systems for ODOP products and their marketing.<\/p>\n

3. Investment in Research and Innovation-<\/strong> Investment in agricultural research and innovation to develop new technologies for climate resilient crop varieties must be scaled up. For ex-<\/strong> Development of drought resistant crops varieties for ODOP products<\/span>.<\/p>\n

4. Improving financial access-<\/strong> The awareness about the financial benefits under the scheme must be increased to improve the financial access of producers.<\/p>\n\n\n\n
