Three submarine cables connecting India to Global Telecom Networks- <span style=\"color: #ff0000;\">Asia-Africa-Europe-1<\/span>, <span style=\"color: #ff0000;\">Europe India Gateway<\/span>, and <span style=\"color: #ff0000;\">Tata Global Network<\/span>&#8211; have been damaged due to targeted attacks. It is for <span style=\"color: #ff0000;\">carrying communications<\/span> by means of <span style=\"color: #ff0000;\">guided electromagnetic energy<\/span>.<\/span><\/span><\/p>\n<p>Rapid technological advancements have transformed the submarine communications cable from a <span style=\"color: #ff0000;\">copper-based telegraph cable<\/span> in 1850 to <span style=\"color: #ff0000;\">advanced fibre-optic cables today<\/span>. There has also been a dearth of definition of submarine cable systems at the international level.<\/p>\n<p><strong>Types-<\/strong> The submarine cables are of two types-<br \/>\n<strong>a. Submarine communications cables-<\/strong> For Communication and internet connectivity<br \/>\n<strong>b. Submarine power cables-<\/strong> To transmit power from one place to another<\/p>\n<h2><strong><span style=\"color: #000000;\">How are the submarine cable systems laid?<\/span><\/strong><\/h2>\n<p><span style=\"color: #000000;\"><strong>Submarine cable system-<\/strong><\/span><br \/>\n<strong>a.<\/strong> <span style=\"color: #ff0000;\">Cable Station<\/span> <span style=\"color: #ff0000;\">at the ground<\/span> contains the servers from\/to which data is to be transmitted. These private players are known as <span style=\"color: #ff0000;\">International Long Distance (ILD) providers<\/span>.\u00a0<\/span><\/span><\/p>\n<p>Currently, there are<span style=\"color: #ff0000;\"> 16 operational submarine cable systems<\/span> in India. Substantial Loss to Indian service sector-<\/strong> India&#8217;s service sector like the <span style=\"color: #ff0000;\">Business Processing Units<\/span> are <span style=\"color: #ff0000;\">entirely dependent on Global connectivity<\/span> for their operations. Any damage to submarine communications cable, leads to substantial losses.<br \/>\n<strong>For ex-<\/strong> The <span style=\"color: #ff0000;\">severance of multiple undersea cables<\/span> off the coast of Egypt and Dubai <span style=\"color: #ff0000;\">in 2008<\/span>, led to loss of more than 80% of India&#8217;s international service.<\/p>\n<p><strong>2. Threat to India&#8217;s Financial Stability-<\/strong> India&#8217;s banks use SWIFT system for international financial transfers and banking operations. This SWIFT system<span style=\"color: #ff0000;\"> relies on undersea fibre-optic cables to transmit more than 15 million messages a day<\/span>, valuing $10 trillion of financial transfers to 208 countries.<\/p>\n<p><strong>3. Disruption of Social security schemes-<\/strong> Indian government&#8217;s social security schemes based on the <span style=\"color: #ff0000;\">JAM trinity is heavily dependent upon the modern internet<\/span>. Any disruption of these undersea cables will cause major disruptions in the implementation of these schemes.<\/p>\n<p><strong>4. Military and National Security-<\/strong> India&#8217;s national security is also dependent on underwater cable communications systems for<span style=\"color: #ff0000;\"> real time communication<\/span>.<\/p>\n<h2><span style=\"color: #000000;\"><strong>What are the threats to these Cable Systems?<\/strong><\/span><\/h2>\n<p><strong><span style=\"color: #333333;\">1. Lack of route-diversity- <\/span><\/strong><span style=\"color: #333333;\">The route of undersea cables from Red Sea to Mediterranean through mainland Egypt, is the world\u2019s largest internet choke points. This route is susceptible to interdictions\/interjections. <strong>For ex-<\/strong> <span style=\"color: #ff0000;\">Five interdictions to the cables in the Red Sea region would completely isolate India from Europe<\/span>.<\/span><\/p>\n<p><strong>2. Sabotage by Non-state actors-<\/strong> The non-state actors have been involved in intentional and targeted damage to undersea cables. <strong>For ex-<\/strong> <span style=\"color: #ff0000;\">Houthi rebels involvement<\/span> in targeting submarine cables <span style=\"color: #ff0000;\">in the Red Sea region<\/span>.<\/p>\n<p><strong>3. Human activities like fishing and dredging-<\/strong> Fishing like <span style=\"color: #ff0000;\">bottom trawling<\/span> and <span style=\"color: #ff0000;\">dredging operations<\/span>\u00a0cause damages to unarmoured submarine cable systems at the ocean bottom.<\/p>\n<p><strong>4. Offshore activities-<\/strong> Offshore activities like <span style=\"color: #ff0000;\">oil and gas development<\/span>, the setting-up and maintenance of infrastructure for <span style=\"color: #ff0000;\">offshore wind energy and ocean-thermal plants<\/span>, <span style=\"color: #ff0000;\">seabed mining operations<\/span> also cause damage to submarine cable systems.<\/p>\n<p><strong>5. Natural disasters-<\/strong> Natural disasters such as <span style=\"color: #ff0000;\">earthquakes<\/span>, <span style=\"color: #ff0000;\">tsunamis<\/span>, <span style=\"color: #ff0000;\">typhoons<\/span>, and <span style=\"color: #ff0000;\">subsea landslides<\/span>, also pose significant threats to undersea cable networks.<\/p>\n<h2><span style=\"color: #000000;\"><strong>What should be the way Forward?<\/strong><\/span><\/h2>\n<p><strong>1. Comprehensive definition of Submarine Cable System-<\/strong> The<span style=\"color: #ff0000;\"> Indian Telegraph Act of 1885 should be amended<\/span> for a comprehensive definition of undersea cable system, which includes \u2018international\u2019 submarine cables connecting India to places outside India. <strong>For ex- <\/strong><span style=\"color: #ff0000;\">Australia&#8217;s Telecommunications Act 1997<\/span> which provides the legal regime for the protection of international submarine cables landing in Australia.<\/p>\n<p><strong>2. Inclusion in Critical Information Infrastructure System (CIIS)-<\/strong> Submarine communications cables landing in India be included within India\u2019s &#8216;<span style=\"color: #ff0000;\">Critical Information Infrastructure System<span style=\"color: #333333;\">&#8216;<\/span><\/span>\u00a0(CIIS).<\/p>\n<p><strong>3. Exercising &#8216;protective jurisdiction&#8217;-<\/strong> India must exercise prescriptive jurisdiction over undersea cables using the principle of \u201cprotective jurisdiction\u201d <span style=\"color: #ff0000;\">under the High Seas<\/span>.<\/p>\n<p><strong>4. International legal and regulatory mechanism-<\/strong> International legal and regulatory mechanism must be developed to prevent these undersea cables from damage and interception. <strong>For ex-<\/strong> Agreement among <span style=\"color: #ff0000;\">governments<\/span> to <span style=\"color: #ff0000;\">protect underwater infrastructure<\/span> and <span style=\"color: #ff0000;\">subsea cables<\/span> after <span style=\"color: #ff0000;\">Nord Stream gas pipeline explosions<\/span>.<\/p>\n<p><strong>5. Early completion of sea cables-<\/strong> The separate sea cable projects of internet giants like <span style=\"color: #ff0000;\">Google<\/span>, <span style=\"color: #ff0000;\">Facebook<\/span>, and <span style=\"color: #ff0000;\">Microsoft<\/span> must be completed at the earliest to reroute communications in cases of failure.<\/p>\n<p><strong>6. Securing the internet choke points-<\/strong> The geographical location of Egypt, which makes it the <span style=\"color: #ff0000;\">centre of Europe and Asia\u2019s internet connections<\/span>, can&#8217;t be changed.
