Recently, the damage to submarine cables in the Red Sea<\/span>, has exposed the vulnerability of Indian Telecom Sector. Three submarine cables connecting India to Global Telecom Networks- Asia-Africa-Europe-1<\/span>, Europe India Gateway<\/span>, and Tata Global Network<\/span>– have been damaged due to targeted attacks. Major Indian Telecom operators such as Bharti Airtel<\/span>, Reliance Jio<\/span> and Tata Communications<\/span> have been forced to reroute traffic to other cable systems.<\/p>\n

What is submarine cable system connecting India with rest of the world?<\/strong><\/span><\/h2>\n

Submarine Cable System-\u00a0<\/strong>It is a ‘line link<\/span>‘ in the form of wire, cable, optical fibre, tube, conduit, waveguide or other physical medium. It is for carrying communications<\/span> by means of guided electromagnetic energy<\/span>.<\/span><\/span><\/p>\n

Rapid technological advancements have transformed the submarine communications cable from a copper-based telegraph cable<\/span> in 1850 to advanced fibre-optic cables today<\/span>. The cables connect continents across the globe.<\/p>\n

However, India’s legislations do not comprehensively define submarine cable systems<\/span>. There has also been a dearth of definition of submarine cable systems at the international level.<\/p>\n

Types-<\/strong> The submarine cables are of two types-
\na. Submarine communications cables-<\/strong> For Communication and internet connectivity
\nb. Submarine power cables-<\/strong> To transmit power from one place to another<\/p>\n

How are the submarine cable systems laid?<\/span><\/strong><\/h2>\n

Submarine cable system-<\/strong><\/span>
\na.<\/strong> Cable Station<\/span> at the ground<\/span> contains the servers from\/to which data is to be transmitted. All the armoured submarine cables are connected to the cable station.
\nb.<\/strong> Cables that are laid at depths shallower than 1500m<\/span>, are buried 60 cm<\/span> under the sea bed<\/span> to prevent them from damages such as anchoring of ships, mining and dredging.
\nc.<\/strong> Cables at depth exceeding 1500m, <\/span><\/span>are simply laid upon the seabed and not buried as there are fewer chances of accidental damages at such depths.<\/p>\n

Submarine cable management in India- <\/strong>Indian government provided the private players the opportunity to provide international telecommunication links in 2002<\/span>. These private players are known as International Long Distance (ILD) providers<\/span>.\u00a0<\/span><\/span><\/p>\n

Currently, there are 16 operational submarine cable systems<\/span> in India. Additional, 4 cable systems<\/span> have been planned.<\/p>\n\n\n\n

What are the vulnerabilities of India to damage to underwater cable systems?<\/strong><\/span><\/h2>\n

1. Substantial Loss to Indian service sector-<\/strong> India’s service sector like the Business Processing Units<\/span> are entirely dependent on Global connectivity<\/span> for their operations. Any damage to submarine communications cable, leads to substantial losses.
\nFor ex-<\/strong> The severance of multiple undersea cables<\/span> off the coast of Egypt and Dubai in 2008<\/span>, led to loss of more than 80% of India’s international service.<\/p>\n

2. Threat to India’s Financial Stability-<\/strong> India’s banks use SWIFT system for international financial transfers and banking operations. This SWIFT system relies on undersea fibre-optic cables to transmit more than 15 million messages a day<\/span>, valuing $10 trillion of financial transfers to 208 countries.<\/p>\n

3. Disruption of Social security schemes-<\/strong> Indian government’s social security schemes based on the JAM trinity is heavily dependent upon the modern internet<\/span>. Any disruption of these undersea cables will cause major disruptions in the implementation of these schemes.<\/p>\n

4. Military and National Security-<\/strong> India’s national security is also dependent on underwater cable communications systems for real time communication<\/span>.<\/p>\n

What are the threats to these Cable Systems?<\/strong><\/span><\/h2>\n

1. Lack of route-diversity- <\/span><\/strong>The route of undersea cables from Red Sea to Mediterranean through mainland Egypt, is the world\u2019s largest internet choke points. This route is susceptible to interdictions\/interjections. For ex-<\/strong> Five interdictions to the cables in the Red Sea region would completely isolate India from Europe<\/span>.<\/span><\/p>\n

2. Sabotage by Non-state actors-<\/strong> The non-state actors have been involved in intentional and targeted damage to undersea cables. For ex-<\/strong> Houthi rebels involvement<\/span> in targeting submarine cables in the Red Sea region<\/span>.<\/p>\n

3. Human activities like fishing and dredging-<\/strong> Fishing like bottom trawling<\/span> and dredging operations<\/span>\u00a0cause damages to unarmoured submarine cable systems at the ocean bottom.<\/p>\n

4. Offshore activities-<\/strong> Offshore activities like oil and gas development<\/span>, the setting-up and maintenance of infrastructure for offshore wind energy and ocean-thermal plants<\/span>, seabed mining operations<\/span> also cause damage to submarine cable systems.<\/p>\n

5. Natural disasters-<\/strong> Natural disasters such as earthquakes<\/span>, tsunamis<\/span>, typhoons<\/span>, and subsea landslides<\/span>, also pose significant threats to undersea cable networks.<\/p>\n

What should be the way Forward?<\/strong><\/span><\/h2>\n

1. Comprehensive definition of Submarine Cable System-<\/strong> The Indian Telegraph Act of 1885 should be amended<\/span> for a comprehensive definition of undersea cable system, which includes \u2018international\u2019 submarine cables connecting India to places outside India. For ex- <\/strong>Australia’s Telecommunications Act 1997<\/span> which provides the legal regime for the protection of international submarine cables landing in Australia.<\/p>\n

2. Inclusion in Critical Information Infrastructure System (CIIS)-<\/strong> Submarine communications cables landing in India be included within India\u2019s ‘Critical Information Infrastructure System‘<\/span><\/span>\u00a0(CIIS).<\/p>\n

3. Exercising ‘protective jurisdiction’-<\/strong> India must exercise prescriptive jurisdiction over undersea cables using the principle of \u201cprotective jurisdiction\u201d under the High Seas<\/span>.<\/p>\n

4. International legal and regulatory mechanism-<\/strong> International legal and regulatory mechanism must be developed to prevent these undersea cables from damage and interception. For ex-<\/strong> Agreement among governments<\/span> to protect underwater infrastructure<\/span> and subsea cables<\/span> after Nord Stream gas pipeline explosions<\/span>.<\/p>\n

5. Early completion of sea cables-<\/strong> The separate sea cable projects of internet giants like Google<\/span>, Facebook<\/span>, and Microsoft<\/span> must be completed at the earliest to reroute communications in cases of failure.<\/p>\n

6. Securing the internet choke points-<\/strong> The geographical location of Egypt, which makes it the centre of Europe and Asia\u2019s internet connections<\/span>, can’t be changed. Hence, we must aim to secure this internet choke points by building extra landing sites like Ras Ghareb<\/span>, and concrete duct tubes<\/span> for the cables.<\/p>\n\n\n\n
